MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL – 04.06.09

2. Minutes of last meeting

The Minutes of the last meeting were approved and signed; they have been posted on village notice boards and the web site.

3. Matters arising

Butts Parking Bays

Work on the parking bays has not yet started.  Cllr. Mr Elliott said that as a matter of courtesy he spoke to Mr Rob Burnett about the new bays, as they are next to his property.  He reported that in Mr Burnett’s view cars will still drive over the kerbs to get near to the riverbank, but the Council felt that as several residents had objected to fencing the existing plan to use kerbs should not be altered.  Work will shortly begin on repairing the flood damage to Mr Burnett’s home, and the Council will try to work around this.  It was agreed to proceed with the work to build the new bays.

Cllr. Mr Watson said he had spoken to Mr Wardhaugh of Green Park about some residents contributing 50% of the cost of removing the telegraph pole.  Unfortunately Mr Wardhaugh could not guarantee other residents contributing to the £750 required and as the Parish Council does not consider it correct to spend £1,500 when so few will benefit, the plan to remove the pole has been dropped.

Seats on the Stanners

Mr Mike Smith, a visitor to the meeting, discussed damage to one of the three new memorial trees he had had planted on the Stanners, to replace those killed by the floods in September.  The damage had been caused by cars parking in the overflow area and he asked for a barrier of some sort to be put around the trees to protect them.  Discussion took place and it was agreed to support each tree with a stout stake either side.  Cllr Mr Elliott will ask Mr Dave Buddle to carry out this work.  After discussion it was also agreed to ask Mr Buddle to carry out the work of installing the new memorial seat near the boat landing.

Probation Service Team update

Cllr. Mrs Watson said that the Community Service Team have started work on the birds tooth fencing near to the Sun Hotel and will be returning to add a second coat of green paint.  Further paint has been purchased for this work as the original allowance is now used, and Mr Stephenson will be reimbursed with its cost.  As she had been told that the Team had been approached to carry out further work whilst working in the village.  Cllr. Mrs Watson said that all job requests must be channelled through the Parish Council.
 
Guilden Play Park

Cllr. Mrs Watson gave the meeting details of the vandalism that occurred in May at the Guilden Play Park.  The low fencing used to retain the bark chippings had been torn up and several pieces placed on top of the slide.  This fencing still had the nails attached and, when Cllr. Mrs Watson went to the park to check that some repair work had been carried out, was being played with by small children.  All of the fencing pieces were cleared out of the park and Mr D. Hall was engaged to repair and replace the fencing.  A sign had also been ripped down, and it was agreed to replace it at a cost of £50.00. The incident has been reported to the local Police.

Birling footpath

Cllr. Mr Watson said that he had spoken to Mr Bill Batey of County Council and had been told that the footpath will be repaired in the next couple of weeks.  He was also told that the whole of the footpath will be redone in the future and that a major resurfacing of the road will take place in this financial year.  During this period the road will be closed.  Cllr. Mr Watson asked if two loads of planings could be put in the Beach Road Car Park for spreading at a later date and this has been agreed.

Black Bin Bags

A photograph of a black bin bag and other household rubbish piled beside the Pant was shown to the meeting and Cllr. Mr Watson said that he had contacted County Council, who have agreed to take action and write to the owner of the property responsible.

River Coquet Football Club/Beach Road Football Field

The grass is now being cut on this field and the damage near to the goal mouth has been filled in.

7. Warkworth Web Site

Mrs Joan Robinson attended the meeting and took photographs of the meeting to put onto the Warkworth Web Site.  Cllr. Mr Elliott thanked Mrs Robinson for the superb work she does on the website.

9. Annual Review of the Insurance Policy

The Clerk gave details of the present policy, but after discussion it was agreed that the present cover was adequate and will not be increased this year.

10. Any Other Business

Cllr. Mr Elliott gave the meeting details of an e-mail from Mr Andy Webber, who suggested that a litter bin would be beneficial at the bottom of Cemetery Bank; this will be considered.  He also mentioned that an iron bar fitted into the pedestrian sanctuary on the old bridge was loose and no longer safe; this will be looked at.  Mr Webber also suggested either adding signage or improving the road markings to prevent the many cars that are travelling the wrong way around Dial Place.  Discussion took place and it was agreed that the road markings were now faded.  The Clerk will write to Highways Dept. asking for these to be renewed.

A complaint was received at the weekend that the Beach Road toilets had been vandalized.  These are owned by Druridge Bay Country Park, but serviced by County Council.  The toilet block will be closed until they can be repaired.  Cllr. Mr Watson has reported this matter to the police.  Cllr. Mrs Watson suggested that a sign be placed in the toilets pointing out the whereabouts of the nearest alternative toilet block.

Cllr. Mr Clark remarked that the heritage litter bin mounted on a pole to the left of the bridge (going north) would have less environmental impact if it was attached to the metal railings.  This was agreed by the Council.

Cllr. Mr Ward had received a complaint about dogs being exercised without restraint on the Monk’s Walk, but Council agreed that this was up to the owner’s common sense and that signage, requesting that dogs be kept on a lead, would be largely ignored.

Cllr. Mrs MacKay reported some fly tipping on the track near New Barns Farm.  She agreed to check this periodically and if necessary the Clerk will report to the County Council for clearance.

The consultation regarding the proposed new Emergency Care Hospital took place on the 4 June and there was a lively debate following the presentation by Northumbria Healthcare Trust. I think it would be fair to say that most people who attended were in favour of the proposals by the end of the meeting, if you have any questions about the meeting or the proposal please feel free to contact me.

I am really sorry to have to report that we still have not been informed of the Government’s decision re Northumberland County Council’s flood relief application. I asked the Officers concerned with the application to send a reminder to the Department dealing with it and I have been informed that this has now been done. Perhaps the events of the last few weeks have given them something else to think about. I can assure everyone that I am constantly pursuing this.

It has been reported to me that the approach roads to the Ford in Warkworth have also suffered because of the floods and I am pleased to say that I have been able to get some repair work to these roads scheduled for the near future.
You may have noticed that some good work has been carried out in Warkworth recently by Northumbria Probation service, this work has been co-ordinated by my wife June and she has asked me to say if you wish to propose a scheme of work let her know and she will try to timetable it into the ongoing programme.

Work on the Butts has been delayed slightly as the Parish Council is trying to assist a local resident with some flood repair work which would be impacted upon if work was to start now.

We have had been exposed to a mindless piece of vandalism recently in that the Beach Road toilets were substantially damaged. Someone decided to block the w.c.’s with soil and stones and as a result we had to close the facilities for a period until the damage could be repaired. I would appeal to residents to report any incidents of vandalism that they see to the Police. I personally feel sure this act was carried out by visitors and hopefully these particular visitors will not return.

I have noted today (19th June) that the first speed warning camera has materialised on Morwick Road. The other three sites (two in Acklington and one at The Braid entrance) should follow in rotation.

You may have read about the consultation process being carried out by N.C.C. regarding personal budgets for Adult Social Care in the community. I am taking an active role in this consultation to ensure that people’s needs are properly assessed and that the relevant information is then co-ordinated and fed back to the Administration. It is essential I believe to ensure that maximum choice and control is given to users of the service without undue bureaucracy and complications and that these vulnerable people’s interests are secured.

There have been no major disasters so far attributable to the formation of the new authority, although it is sad to see that some employees still do not know if their employment will continue.

Still no news about the flood relief application made by the Council to Central Government which is so important to us with regard to the repair of the Black Bridge.

The contract to carry out the work on the Butts has now been awarded and the contractor will probably have started work by the time this edition of the Pelican is published.

I have arranged a meeting (which is open to all) on the 4 June  6.30 -7.30 in Warkworth Memorial Hall for NHS  North of Tyne to discuss proposals by Northumbria Healthcare NHS Foundation Trust to develop hospital services in Northumberland and North Tyneside. This public consultation is to seek your views on

1. A new specialist emergency care hospital for people living in Northumberland

2. Improvements to Wansbeck and North Tyneside general hospitals

3. Rebuilding community hospitals in Berwick and Haltwhistle.

The consultation will take place before the normal Warkworth Parish Council meeting, which has been delayed until 7.30.
The plans for a new supermarket near the gut in Amble have been approved by the new planning committee of the County Council.
The first meeting of the new Northern Area Committee of the Unitary Authority has taken place and was attended by a more than expected number of members of the public who were interested in local affairs and asked some pertinent questions. The next meeting will be in Berwick in an effort to afford the opportunity to residents of the area to attend and contribute to local democracy.
Work to resurface the road between Acklington and Warkworth will begin shortly,
Watch out for signs!
After the recent fall of a tree across the 1068 at Birling the County Council is checking the remainder to ensure they are safe. The trees do not belong to NCC but they are concerned about stability and will take appropriate action if they are not stable.

The County Council has replied to the Boundary Commission about possible changes in ward boundaries, this particular ward has no changes suggested. I agree with that stance, however, we shall see what the commission recommends in the Autumn when it produces its report!

Warkworth Castle

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL – 14.05.09

3. Matters arising.

Repair of river footpaths

Cllr. Mr Watson said that he had received some comments about the gradient on the new footpath but explained that this was because of the steep bank that the path had to be cut into, and that as a woodland path it was acceptable.  He said that they had done a very good job in renewing the damaged footpath.

Cemetery Chapel

Cllr. Elliott said that a new strong hasp has now been fitted to the Chapel doors following the vandalism reported last month, and thanked Keith Allen for doing this work at no charge to the Parish Council.  Cllr. Elliott will source a new, strong, padlock for the doors.

Butts Parking bays

The Finance Sub-Committee met between meetings to consider the three estimates received for making the new parking bays on the Butts.  It was agreed to award the contract to Beck Groundworks at £16,568.20 plus VAT.  The work will consist of tarmac with a gravel finish, the bays divided by whinstone sets and finished with a kerb surrounding the parking area.

Cllr. Elliott said that he had spoken to Northumberland Estates about the Parish Council leasing the area, but explained that due to the expected high cost of the Solicitor’s fees to prepare the lease, it has been proposed to leave it as a lease agreement between Northumberland Estates and the Parish Council.  Cllr. Mr Watson said that he had discussed the removal of the telegraph pole on the Butts with Mr Wardhaugh of Green Park, but had explained that the Council could not justify paying for the removal of the pole (£1,400), as it would seem to be for the benefit of one person.  The suggestion has been made that 2 to 3 residents of the area may be prepared to raise 50% of the cost, and if this is the case the Parish Council are prepared to pay the balance.

Seats on the Stanners

The seat on the Stanners has now been repaired.  Cllr. Elliott will ask Mr Dave Buddle to remove the plank seat placed near the boat landing on the Mill Walk and to replace it with a new memorial seat as requested by Mrs Catherine Lowry.

Probation Service Team Update

Cllr. Mr Watson said that a Probation Service work party will be rubbing down the old paintwork on the wooden railings near to the Sun Hotel, prior to applying green oil based paint.  They will also be painting the anchor on the Braid.

St. Georges Day

Although the day was a success, it was reported that of the 90 tickets issued about 40 were used, however all of the prizes purchased were given out.  Discussion took place about a future St. George’s Day event being held because of the smaller attendance compared to previous years, however Cllr. Miss Wilson said that she had spoken to many of the young families who had said that they had enjoyed the event, that the absence of an entertainer had made no difference and that the reason why numbers were down was because the children had still been on holiday from school, with many away from the village.  It was agreed to bear this in mind in future when deciding upon a date.  £11.00 was raised from the sale of hot drinks during the day and this has been given to the British Legion by Cllr. Mr Watson.

Guilden Play Park

It was reported that Climb ‘n’ Slide will carry out repairs to the broken netting on the climbing frame and put a new surface under the roundabout on Friday 15th May.

The Litter Pick

The litter pick took place on 25th April, Cllr. Mr Elliott, Mrs MacKay and the Clerk taking part.  Cllr. Dr Cox cleared litter from the Castle Street area on the 24th).  Litter was cleared from the Beach car park and surrounding area, with the majority being cleared from the dunes where a party had taken place over Easter.  7 black bags and 4 blue bags (for recyclable material) were filled and left for collection by County Council.

Reported speeding at Birling from last month’s correspondence

An e-mail has been received from the Highways Dept., confirming that a resurfacing scheme is included in the current year’s programme and that any additional or amended signing will be included in the scheme.  Following a letter of concern from a Birling resident they will carry out surveys of the speed of the traffic and the speed data will be passed to the Northumbria Safer Roads Initiative for the consideration of additional enforcement with the mobile speed camera.

Cllr. Mr Watson said that he had received a letter of complaint from a visitor to the village about the poor state of the footpaths in Birling, but said that he had in the past tried to get extra footpath in the area but this had not been allowed.  He also reported that County Council has agreed to check all of the trees on the left of the road approaching Warkworth at Birling, even though this area is not their responsibility.

From Any Other Business, April meeting

The garden rubbish has now been removed from the triangle of grass between Barns Road and Warkworth Avenue.

The Dog Warden replied to the Councils letter regarding the dog fouling on the steps to the beach, saying that changed signage and a van on show in the area is planned.

The Clerk will write to Mrs Pat Scott, Chairperson of the A.O.N.B. asking her to attend a Council meeting in either July or September.

The problem of black bin bags being left for some time outside of holiday lets continues, it proving difficult to contact the owners of the properties.  Cllr. Miss Wilson said that some of the bags had been torn open and the contents scattered.

7. Castle Football Field

Cllr. Mr Watson said that it had been suggested to him that entry to the football field by the County Council gass cutters should be from the path at the rear of Morwick Road, rather than them having to pass over the frequently muddy field to access the area.  Cllr. Mr Watson said he had spoken to Mr Bill Pringle of NCC about changing the small gate on the west of the field.  It has been discovered that during the changeover from District to the new Unitary Authority that the order to cut the grass on the football fields has been overlooked and consequently no grass cutting has been carried out this season.  Cllr. Mr Watson has asked for the cutting to begin again and has been told that the cost will be £30.50 per hour.  This price has been agreed by the Parish Council.

8. River Coquet Football Club

Mr Carl Stewart and Mr Ian Littlefear attended the meeting and discussed the use of the Beach Road football field.  They wish to apply for membership of the Morpeth Sunday League, but require secure changing facilities with toilets and running water before membership will be agreed.  Discussion took place and it was suggested that the Parish Rooms may be suitable.  The Club will contact the Rev. Janet Brearley to ask permission to use the rooms.  Mr Stewart and Mr Littlefear have volunteered to repair the goal area, which was agreed.  The Parish Council are fully supportive of the River Coquet Football Club, which hopes to have members from both Amble and Warkworth, using the pitch and will ensure that the grass is cut regularly.  It was formally agreed not to invoice the Football Club for the use of the field for the forthcoming season.

9. The Northumberland Charter

Cllr. Mr Watson gave a summary of the new Charter to the meeting.  It was felt that the Unitary Authority could not force the Parish Council to undertake extra work.  The Clerk will write to the N.A.L.C. expressing the Parish Council’s views that it does not wish to increase its responsibilities any further than it has at the moment. 

10. Any Other Business

Cllrs. Mr Watson and Elliott have agreed with the NHS that a public meeting can be held to discuss proposals by Northumbria Healthcare NHS Foundation Trust to develop hospital services in Northumberland and North Tyneside.  This will cover the building of a new emergency centre at Cramlington and will be chaired by Rachel Chapman, Director of Public Engagement and Communications.  The meeting will be from 6.30 to 7.30 p.m. on the 4th June in the Memorial Hall.  The Parish Council meeting will follow at 7.30 p.m.

Seats

The Clerk will write formally to Mr Peter Thompson, requesting him to undertake a three year rolling programme of maintenance on the village seats.

Cllr. Dr Cox will go with Mr Thompson to discuss where a seat could be placed near to the weir on Rotary Way.  It was agreed that a new litter bin could be placed on the level of the lay-by above the seat.

Trees behind Castle Street

The Clerk will write to Mr Clint Johnson of Northumberland Estates, requesting that some of the sycamore trees at the back of Nos. 2 to 5 Castle Street be shortened.

Work at the Black Bull

Cllr. Mr Clark reported that he had received complaints that work was continuing at the back of the Black Bull without planning permission.  Cllr. Mr Watson will speak to the Enforcement Officer, who is dealing with this matter.

Parking at the “residents” end of the Stanners

The Clerk reported that she had received a telephoned complaint from Mrs Bannister of Brewery Lane, who needs access near to Brewery Lane as she has a disabled daughter.  She reported abuse from a visitor who was parked in a residents only slot on the occasion of the raft race, when the Stanners was full, and asked for extra signage.  Whilst the Council sympathise with Mrs Bannister it feels that notices would be ignored and that the raft race only took place over a short period once a year.

Fence on Beal Bank/Rotary Way

Cllr. Mrs Frisch said that the Rotary Club had mentioned that the post and wire fence was in a very poor condition in places.  The Clerk will write to Northumberland Estates to ask them to improve the fence.

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL – 02.04.09

3. Matters arising

Repair of river footpaths

The new footpaths are now fully open, however it was reported that some sections are slightly boggy.  Councillor Mr Watson said that he had been assured that these areas will settle.

Cemetery Chapel

It was reported that the Cemetery Chapel door had been damaged when the door was kicked in by vandals.  The Probation Service has fitted a stronger lock.  Cllr. Mr Elliott said that the door needed a bar across it to prevent this happening again.  Cllr. Elliott will approach Mr. Keith Allen to supply an estimate for the work.

Butts Parking bays

Cllr. Mr. Elliott has now received two estimates for the work on the parking bays.  A third has been requested from Northumberland County Council, but not yet received.  Discussion took place on the two estimates received and surface offered by one of the contractors and photographs of the proposed finished surface were requested by Cllr Dr. Cox.  The Finance Sub Committee has  been delegated to make the final decision on which estimate to accept when the last quote has been received if necessary.

Cllr. Mr Watson has now received an estimate of £1,400 from British Telecom for removing the telegraph pole on the Butts and for trunking the wire underground. Cllr. Mr. Watson will speak to Mr. Wardhaugh of Greens Park and discuss this with him. It was explained that the A.O.N.B. and N.E.E.B. jointly paid for the removal of the poles last year, with Cllr. Watson’s Small Schemes Fund paying for the heritage lights. Cllr. Mr Watson will try to get more funding from A.O.N.B.
  
Seats on the Stanners

Cllr. Mr Elliott will approach Mr Peter Thompson about repairing the seat on the Stanners reported at the last meeting.   A memorial tree recently planted to replace one lost in the September floods, has been bumped by a reversing car. Cllr. Mr Elliott said he will try to get the tree staked.

Probation Service Team update

Cllr. Mrs Watson reported that the veg. beds at the First School are now complete. She said that the work carried out by the Probation Service for Warkworth in Bloom has gone down well, and passed photographs of their work to the meeting, plus a photo of a seat in bad repair which is in the cemetery.  Cllr. Mrs Watson gave details of expected cut-backs planned by the Probation Service and expressed concern about outstanding works in the village.

Stanners Parking

It was reported that the coned off bays on the Stanners are being used (with permission) by the company working on the church north wall.

The Clerk will write to Mrs Lynne Wright agreeing to place a memorial seat within the village.  Cllr. Mrs. MacKay suggested placing a seat by the weir on Rotary Way if this is possible.  Cllr. Mrs. Frisch added that a litter bin was needed also, and the Clerk will contact the new Unitary authority to ask for a Heritage bin to be placed near the weir lay-by.

Sculpture Appeal

Cllr. Dr. Cox said he had written to the organisations who had kindly donated monies to the Appeal, informing them that it has not been possible to raise sufficient funds to cast the sculpture in bronze and that therefore the monies will be returned to the donors.

Article 4 Directions

These will be put on the agenda in the autumn.

St. George's Day

Cllr. Mrs Watson said that there had been a take up of tickets of about 80, with a possibility of 100 participants.  She said she has bought prizes for the event and said help will be required from 10.00 am on Saturday the 21st April and that donations of small cakes will be much appreciated.  She will also contact the Gazette photographer to ask him to attend.

Guilden Play Park

Cllr. Mrs Watson has received an estimate from Climb ‘n’ Slide for the repair of the climbing netting and to provide a new surface beneath the roundabout.  The company have requested 50% in advance of work commencing and this was agreed by the meeting.

The Litter Pick

A litter pick will take place on 25th April, meeting in the Memorial Hall at 10.00 a.m.   All helpers are most welcome, gloves, bags, etc., will be provided.  Cllr. Dr Cox will cover Castle Street and Dial Place before Saturday as he cannot attend on the day.  Cllr. Mrs Frisch said she will see if the Rotary Club can co-ordinate their annual litter pick on Rotary Way with that of the Parish Council.

Alnwick District Council

Cllr Mr Watson has been given two pictures of Warkworth Harbour by the outgoing District Council.  These will be put onto the meeting rooms walls.

7. Donation to Memorial Hall

Cllr. Mr. Clark declared an interest and took no part in the discussion. 

Copies of the accounts were passed to the meeting and discussion took place on the income now received by the Hall following the sale of the caretaker’s cottage, which exceeded expenditure by some £15,000.  A reduced donation of £500 was suggested, but the opinion was given that the Parish Council should be seen to support the Memorial Hall and after voting a donation of £1,000 will be given this year.

8. Any Other Business

Formal complaint to NALC

Cllr. Mrs Frisch told the meeting that she and two other councillors could not obtain entry to Tower buildings to take part in the advertised New Councillor training.  The Clerk will write to Mr. David Francis about this matter.

Garden rubbish at end of Barns Road

Cllr. Mrs. MacKay said that she had spoken to a District Council employee about branches left on a triangle of grass between Barns Road and Warkworth Avenue, but this had not been cleared, despite agreement to do so.  The Clerk will write to the new Authority about this, reporting fly tipping and get the area cleared.

Dog Fouling on the steps to the beach area

Cllr. Mrs. MacKay reported that substantial dog fouling was taking place on the steps leading from the beach car park to the beach, despite the presence of a dog bin.  The Clerk will contact the dog warden about this matter.

AONB Consultation Document for Management of Roads

Cllr. Dr Cox, having read the document, told the meeting how good it was and suggested that someone from the A.O.N.B. should attend a Parish Council meeting and invite the Warkworth in Bloom team to also attend.  Cllr. Mr Watson explained that the A.O.N.B. has an annual conference which any interested person could attend.  Cllr. Dr. Cox will contact Mrs Pat Scott, Chairperson of the A.O.N.B. asking her if she would be interested in attending a Parish Council meeting.

Other matters raised:

Cllr. Mr Heir said that traffic was frequently seen moving around Dial place in the wrong direction and it was agreed that the road markings were becoming faded.  Cllr. Mr Watson will speak to the Highways Dept. about this.

It was reported that holiday lets were putting black bin bags outside of the doors, often up to 10 days before the rubbish was due to be collected.  Cllr. Miss Wilson suggested identifying properties where this was happening regularly.  Cllr. Mr Clark said he would pass the message on to the one property where this has already been identified.

Well here we are with a brand new Council as from April 1. Have you noticed any differences so far in the services provided by the new regime? I am not aware of any problems with the transition from the old District Council to our new authority so far, but if you have please let me know. It is still early days for the new authority but all political groups are working together to ensure that the residents of Northumberland get the best possible, cost effective service that they are entitled to. I have been appointed to serve on several committees and I list them below so that residents can see that their interests will be well represented.

I attended the recent meeting with The Environment Agency in the Memorial Hall regarding the September floods and expressed my concerns regarding the way that they had responded to the problems in Warkworth. The meeting received assurances that a better system of flood warnings was being installed locally.

Unfortunately at the time of writing the Council has not received a response from Central Government regarding its flood claims which are crucial to repair works (including the Black Bridge) in this area. I do understand that a reply is expected imminently and council officers are optimistic about a positive response to the claim.

Work on the Butts informal parking area should start shortly.

I have requested an anti fly tipping sign for Bunny Lane in Acklington.

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL - 05.03.09.

2. Minutes of last meeting

In the absence of the Chairman, Councillor Mr Watson welcomed Mrs J. Frisch, who was co-opted onto the Parish Council at the last meeting.  The Minutes of the last meeting were approved and signed; they have been posted on village notice boards and the web site.

3. Matters arising.

Repair of river footpaths

Councillor Mr Watson said that the work on the Mill Walk between the Hermitage and the boat landing was now almost complete and looked very well indeed and that the new higher path had opened new vistas of the Castle.  The second section between the boat landing and the Stanners is to start week commencing 9th March.  He reported that he had given permission for some bays at the end of the Stanners to be used temporarily for the dumping of small gravel to be used in the path construction.  Spaces have been made for seats and Northumberland County Council is prepared to re-site the seats for the Parish Council.  Discussion then took place about new memorial seats being placed in the bays.  An official opening of the path is to be considered.

Cemetery Chapel

Cllr. Mrs Watson said that the rubbish in the Chapel interior has now been put into skips by the Probation Service work team and that the key to the Chapel will be returned to her on Friday.  There remains a residue of branches that it is hoped Alnwick District Council will be prepared to collect and dispose of.

Butts Parking Bays

The plans are now with the District Council Planning Dept. for consideration.  One quotation has been received for the construction of the bays and two other quotations must be obtained to comply with financial regulations.  It is hoped that work will start after Easter.

Councillor Mr Watson said that he had been contacted by a resident of Greens Park about a remaining pole that carries telephone wires across to the new houses.  He has contacted British Telecom (Mr. John Carter) to ask about its removal.  British Telecom has explained that the wires would have to be ‘trunked’ underground through the garden of 9 Wellfield (Mr & Mrs Burnett’s house).  If this were to be allowed a quotation for the work will be sent to the Parish Council for their consideration.

The Equestrian Centre at Heatherleazes

Cllr. Mr Watson told the meeting that there were some problems being experienced by Mr & Mrs Lowther at the Equestrian Centre in gaining access to adjoining fields to allow for a mobile home to be put on their field in place of the caravans.

Seats on the Stanners

Councillor Miss Wilson reported that a seat placed at the East end of the Stanners has a lath missing.

From previous month’s correspondence – the application to make the Braid a Village Green

Councillor Mr Watson reported that the meeting of the Rights of Way Committee held on the 13th February had made the decision that all land South of the gut is not to be designated Village Green; land owned by Northumberland Estates and Northumberland County Council to the North of the gut is to be designated Village Green and the piece of land owned by Alnwick District Council that stretches from the gut behind Rivergreen is not to be designated Village Green.

Probation Service Team update

Councillor Mrs Watson reported that Mr J Stevenson, the leader of the Probation Service team, had said that the new vegetable beds they are building at the First School under the direction of Mrs Carrick will be carried out during the Easter holidays.
 
Registration of Play Park Lease

Councillor Mr Watson confirmed that Jane Stratton of Alnwick District Council confirmed that the Parish Council should register the lease with the Land Registry.  This matter will be put on the Agenda for discussion at the next meeting.

Stanners Parking

No response having been received about the coned off bays, the Clerk will contact Northumberland Estates again.  The overflow parking will be opened up on the Thursday before Easter.  Concern was expressed about cars that drive to the edge of the riverbank and park.

The Council discussed at this point reports and complaints from residents that they had received about the demolition of an outbuilding at the rear of the Black Bull public house, without planning permission.  This matter is being dealt with by the Alnwick District Council’s Enforcement Officer.

7. Donation to Joan Robinson for work on Website

Councillor Mrs Watson gave the meeting details of the huge amount of work undertaken by Mrs Robinson on the Warkworth Website.  She explained that the yearly cost of the website name alone was £100.00 and suggested increasing her annual donation to at least £150.00.  Discussion took place and it was proposed, seconded and agreed that the donation for 2009 be £150.00; a review to take place in 2010.

8. Sculpture Appeal

Councillor Dr. Cox said that regretfully no further funds had been received and that it was not now thought possible to raise sufficient funds to cast the sculpture in bronze.  The donations received will be returned as agreed.  Councillor Mr Elliott expressed regret and said how well the brochure had been designed.

9. Article 4 Directions

Councillor Mr Elliott explained Article 4 Directions to Councillor Mrs. Frisch and the meeting generally, saying that it was used to prevent the use of inappropriate materials being used in a conservation area, e.g. UPVC window frames.  Article 4 Directions however require the support of the residents and cannot be implemented without this.  Councillor Mr Heir said that since he first raised the matter last year a large amount of work had been done in the village and he feels it may now be too late to implement Article 4.  Discussion took place generally about the situation where a listed building was frequently next door to an unlisted building and where UPVC windows had been fitted, and it was felt that this anomaly should be addressed by having all houses in the conservation area listed.  Councillor Mrs Watson suggested a potential list of houses which the Council would not like to see changed.

10. St George’s Day celebrations

Councillor Mrs Watson gave the meeting a programme of the planned St. George’s Day Children’s Event to be held on 18th April between 10.30 and 2.30 p.m.  The programme will include:

Painting Competition “St. George & the Dragon Theme”;  “Hunt the Dragon” competition;  light lunch between 12.00 and 1.00 p.m. followed by traditional party games with prizes.  Unfortunately it has not been possible to book an entertainer this year.  Adults will again be asked for a donation towards their tea and coffee, monies to be donated to the British Legion.  The Parish Council will pay for the food and prizes with Councillors providing cakes and helping on the day.  Tickets will be given to the First and Play Schools.

11. Any Other Business

Guilden Play Park

Councillor Mrs Watson said that molehills were causing problems in the play park; Councillor Mr Elliott will get in touch with the mole catcher.  Councillor Mrs Watson will get a quotation for mending the climbing net.  She also said that the surface under the roundabout and see-saw needed to be smoothed and new netting put down.  Councillor Mrs Watson sending photographs of repairs required to Climb and Slide specialist play park company for quote.

Flood prevention presentation

Councillor Mr Heir attended the meeting in the Parish Rooms and gave details to the Council about the installation of floodgates and general feedback on the meeting.  It was suggested that the Environment Agency attend a Parish Council meeting to talk about flood protection.  Councillor Mr Watson said that the only flood protection measure possible would be a bund on the Butts and Stanners. 

Annual Litter Pick

The date of 25th April has been suggested starting at 10.00.

Alnwick District Council

As the District Council will cease to exist on the 31st March, the Clerk will write to the Chief Executive expressing thanks for all the help that the Council has provided to Warkworth over the years.

When you receive this edition of the Pelican Alnwick District Council will be no more. The new authority for all local services will be the Unitary Council which will be known as Northumberland County Council.

I am pleased to be your representative on that new body and will try to keep you informed about local issues that have an effect on this ward (Amble West with Warkworth) which of course includes Acklington.

The repair to the flood damaged footpath along the Coquet near the Stanners is all but complete at the time of writing. I must say that I think the Rights of Way department of the Council that repaired and slightly re routed the path have done an excellent job and are to be congratulated for their efforts. The Parish Council will no doubt express the thanks of residents in a letter when the project is finally completed.

I have at last had a glimmer of hope about the repair of the much used footpath between Togston and Acklington. I have secured a promise that provided the new Council get the flood damage grant from the Government then the funds released from the general budget which would have had to be used for the flood damage will be used to carry out the necessary repairs. I have been nagging away for four years to get this work carried out and have always had the problem of “no money in the budget” for footpath repairs; maybe at last we can get the job done.

The new poles for the flashing speed signs are being erected and should be in use shortly.

The planning application to tidy up the East end of The Butts and sort out the informal parking area has been lodged with the Council. The grant aided work will be carried out by the Parish Council as soon as it can and should certainly be finished before the Summer.

Concern has been expressed about the maintenance of the new cycle/footpath between Warkworth and Alnmouth which was made by Sustrans. Through the Council I am trying to bring pressure to bear to have the surface of the pathway improved as it appears to have deteriorated very quickly, more info later.

This is the penultimate report that I will make under the current local government arrangements. As you know Alnwick District Council and the current Northumberland County Council will be replaced on the 1st April (appropriate date?) by the new Unitary Council.

As I write this report there is still a lot of work to do to ensure a seamless transition from the old system to the new one. Last week a major step forward took place when the first budget was agreed due to cooperation between the current Liberal administration and the Conservative/Independent group. This enables firm plans to be made for at least the first year of the new Council.

Although not confirmed at this time(19.02.09) it looks as though the new Council tax, with an equalised basic rate across the County means that the band D rates for our immediate area will be:

The slight differences are due to the Parish Councils and the amounts (precept) that they levy.

The increased council tax set by the new authority of 4.85% across the County has resulted in a slightly reduced equalised increase for Alnwick District of 4.29 %.

The Rights of Way Committee met to decide on the application for the Braid to be designated as a Village Green and it proved to be a very complicated legal decision that had to be taken. In simple terms the outcome was that the land to the south of the Gut was not granted Village Green status but all the land currently owned by Northumberland County Council and Northumberland Estates north of the Gut was.
The land owned by ADC which is the land to the rear of Rivergreen which also runs along the north side of the Gut was not included in the village green. This land is not distinguishable from the rest of the Braid and covers just less than half the area (approx) between the road and the Gut. I am sure that this issue is not finally settled and that we shall see more representations in the future.

I am in dialogue with the Highways Department of N.C.C regarding the replacement of the Black Bridge on the Coquet and am hoping to see some positive action as a result of the application that the Council has made for flood relief funding.

Warkworth Castle in the Snow

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL - 05.02.09

3. Matters arising:

Repair of river footpaths

Work has now started on the footpathsCllr Mr Watson said he would speak to the Rights of Way Committee about the positioning of any seats removed during the works.

Gift Hampers for village flood victims

Cllr. Miss Wilson queried the fact that a full list of all those who had made donations to the hampers had not been published.  In reply Cllr. Mr Elliott said that as there had been so many clubs, businesses and individuals who had contributed in cash and kind, it had been decided not to individually name all those involved, but to issue a general thank you to all concerned.  A meeting with Mr Paul Hendy and the Environment Agency to advise on flood protection measures is to be held on the 16th February at 6.30 p.m. in the Parish Rooms.  Notices have been posted and distributed where appropriate in the village.

Cemetery Chapel

Cllr. Mrs Watson said that she had been requested by the Probation Service to book a skip for the 23rd February for three days work, clearing the Chapel interior, clearing ivy and generally tiding the cemetery and wildlife garden.  The Probation Service has also removed the seats, which will be returned after refurbishment.  At The Braid the anchor has been replaced on its plinth and will be painted.  The guard rails around the lamp posts on Dial Place are to be painted black and gold.
 
Butts Parking bays

Cllr. Mr Watson confirmed that the planning application for the parking bays had been lodged.  New quotations will have to be obtained as those held are out of date.  It is now estimated that 13 or 14 bays will be possible, divided by whin sets.  No fencing is planned, but raised kerbs will be put in place to deter parking on the grass.

The Equestian Centre at Heatherleazes

Cllr. Mr Watson gave an update following the recent meeting of the Planning Committee.  The caravans are to be moved to the bottom of the field, and discussion took place on a recent application to change the caravans for a mobile home.

Seats on the Stanners

Discussion took place about the restoration of a memorial seat swept away in the flood and it was also agreed to replace the picnic table.

Details of a planned development near Mariners Way in Amble, but within the parish of Warkworth.  Discussion took place about the possibility of allocating tenancy of some of the rented homes to Warkworth people, although it is likely District Council will allocate the tenancies.

7. Vacancy on Parish Council

Two applications have been received for the vacancy, and after consideration of the applications the Councillors voted by secret ballot.  Mrs Judith Frisch of Millers Close received the highest number of votes and she has been duly co-opted as Parish Councillor.

8. Probation Service Community Team Update

Cllr. Mrs Watson said that the Probation Service will be carrying out work on the planned First School vegetable plots; they will be supplying and placing the railway sleepers to make the raised beds.  The work will be done under the direction of Mrs Carrick.

9. Applications for donation

Warkworth C of E (Aided) First School

Cllr. Mr Elliott declared an interest and took no part in either discussion or voting.  An application has been received from the School for financial support for the planned visits to Howick Forest School.  Discussion took place and Cllr. Mr Watson proposed a donation of £360.00 which is the cost of one trip to Howick Forest.  This was seconded by Cllr. Heir and agreed unanimously.  The Clerk will ask if details (photos etc.) of the day can be forwarded to the Council as they would be interested to see them.

Warkworth War Memorial Hall

An application has been received from the Hall Committee for a donation of £1,000.  This item will be put on next month’s agenda, after the requested accounts have been received.

10. Registration of Guilden Play Park Lease

Registration of the newly acquired lease of the Guilden Road Play Park with the Land Registry was discussed following receipt of the forms etc. by the Clerk.  Following discussion as to whether a Solicitor should be used for the registration, Cllr. Mr Elliott agreed to look at the forms and consider the matter.  Cllrs. Mr Watson and Elliott said that they had recently asked Mr Barry Row of Row & Scott Solicitors to act for them when necessary in the future.

11. Review of Risk Assessment and Fixed Asset Register

The Risk Assessment was presented to the Council for discussion and review.  It was agreed to inspect the closed graveyards every two years and add also a visual inspection of the War Memorial.  With those additions the Risk Assessment was approved for this financial year.

The Asset Register was reviewed and in line with the Insurance value, the playground equipment’s historical value was increased.  This was then approved for this financial year.

12. Any Other Business

It was agreed that an increase in the donation to Mrs Joan Robinson for her work on the Warkworth Web Site should be put on the Agenda for discussion at the next meeting.
        
The Clerk will write to Northumberland Estates requesting that urgent consideration be given to removing the barriers from the car parking on the east end of the Stanners, as the busy spring/summer tourist season is approaching. 

Cllr. Mr Watson said he had been approached by concerned business people about the destroyed Black Bridge and the effect its loss will have as the summer season approaches.  The Clerk will write to Mr Dick Fraser of Northumberland County Council voicing the Council’s concern over their silence on this matter, with no published plans to repair the bridge.

Cllr. Heir said that cars have been accessing the river bank at the Stanners by removing the cones.  Cllr Mr Elliott will look at getting the wooden barrier, damaged in the floods, replaced.

Cllr. Dr Cox gave the Council an update on the recent Sculpture Appeal.  He said that two donations had been received, but that he had been told that no Arts Council Grant was available.  This item will be put on the Agenda for the next meeting for discussion.

The Council discussed the memorial tree that had been washed away from the Stanners and its replacement in the same area.  The replacement cost was discussed and it was agreed to make a gesture towards its replacement.

Cllr. Elliott said he had received a phone call from a person who had slipped and fallen on the access steps leading to the beach, and who complained that they were rough and slippery.  He passed the complaint to the Area of Outstanding Natural Beauty.  Discussion then took place on the whole of the area, with agreement that some areas could be improved.  It was suggested that a meeting be arranged with Mr Ian Robson of the A.O.N.B. Cllr. Mr Elliott will contact Mr Robson.  Cllr. Mrs Watson will mention to the Probation Service the amount of litter in the dunes and ask for another litter pick.

The Council will hold another St. George’s Day event in the Memorial Hall; this will be put on the Agenda for the next meeting.

2. Minutes of last meeting

The Minutes of the last meeting were approved and signed; they have been posted on village notice boards and the web site.

3. Update on St Lawrence’s Church Restoration

Mr Andy Webber attended the meeting and gave a presentation on the history of the work to date.  He explained the reasons behind the change from the original plan to insert piles into the pilasters to support the north wall and prevent any further “lean”.  This work was estimated to be over £520,000 with expected cost over-runs, and concerns had been expressed at a meeting with the Diocesan Committee that the work would be very invasive. 

During August the Warkworth History Society mounted a display in the Church, and included was a photograph of a painting from 1837 which showed two extra buttresses on the north wall.  This discovery lead to a change in the original plans, and the addition of two extra buttresses to support the wall were duly approved by English Heritage and the Engineers concerned.  Mr Webber went on to tell the Council about the remains of the original Saxon church that were found during excavations, explaining that these will be protected under the new buttresses. 

The costs for the new plan will be far more predictable and will be approximately half of the original cost.  Work will begin on the 1st March for about 20 weeks, with inside work starting in June, when the Church will be closed for a short period.  Mr Webber said that fund raising had been very positive, both from parishioners and various grant providers.

Cllr. Mr Elliott thanked Mr Webber for his presentation.

4. Visit of Northumbria Police

Cllr. Mr Watson said that unfortunately due to sickness no representative from Northumbria Police Force was able to attend but that he had been told that Alnwick area now had two new beat officers and that they were hoping for a third officer who would cover the Shilbottle and Warkworth area.  It was hoped that two visits would be made per year to Parish Council meetings.

5. Application for a Donation from Warkworth History Society

Mrs Joan Hellawell of Warkworth History Society attended the meeting and explained to the Council the Society’s intention to both publish a booklet detailing heritage walks around the village and also a bound Archive containing material held by the History Society and the many new pieces of material given since the Millennium.  Copies of the bound Archive would be available for sale at £10.00, but because no profit will be made on these, the Society had requested a donation from the Parish Council to enable the Society to donate copies to local schools, the Parish Council, Churches, Alnwick and Amble libraries and local Museums.  An annual year book was planned for any additional material.  Mrs Hellawell then gave details of the Heritage Walks booklet, most of the cost of which would be met by a grant, with a shortfall of less than £300.00.
 
It was proposed by Cllr. Mr Watson that a donation of £350.00 be given to the History Society towards both projects and this was agreed unanimously by the Council.

Cllr. Mr Elliott thanked Mrs Hellawell for attending the meeting.

6. Matters arising

Repair of river footpath

Cllr Mr Watson said that Northumberland County Council will start minor works on the paths on the 19th January, and that it was expected to close the Mill Walk to pedestrians from the 9th February until completion of the works.

Proposed Gift Hampers to village flood victims

District Cllr. Dr J Hobrough attended the meeting and gave the Council details of the cost of the donated hampers and said that people had been very generous in their donations, both in kind and cash.  A cheque will be given to Dr. Hobrough for £100.00 being the sum of donations received by the Parish Council from various local clubs and organisations.

A follow-up visit is planned by Mr Paul Hendy accompanied by an expert in flood prevention measures who will give help and advice to local residents.  The target audience was discussed and it was decided to do a leaflet drop in the affected area so that everyone concerned will be notified in time to attend the meeting.  The meeting is planned for the 26th January in the Parish Rooms, after 6.00 p.m.

Cemetery Chapel

Cllr. Mrs Watson said that the Community Service team is due to start soon to clear the inside of the Chapel.

Speeding at the top of Morwick Road

A proposal has been received from the Highways Dept. of Northumberland County Council to provide “Slow” road markings next to the junction warning signs along Morwick Road, just before the existing village nameplate sign.  Also a new “Welcome to Warkworth please drive carefully” sign will replace the old one.  Cllr. Mr Watson said that this will take place this financial year.

Butts Parking bays

Cllr. Mr Watson said that a final decision on funding for the Butts project will take place on Monday.  If this proves favourable a planning application for the work will have to go to Alnwick District Council before the end of March (when it will cease to exist).  The plan is to provide 11 formal, defined parking bays on the existing degraded land.  Discussion took place about the possibility of a raised kerb being introduced to deter parking on the grassed area.

Unpaid work by Northumberland Probation Service

8. Plans:
        
Cllr. Mr Elliott gave the meeting a report on the decisions of the Planning Sub-committee for the following plans: 

A/2008/0589: demolish conservatory and part of outbuilding to rear, proposed new conservatory, WC and store with internal alterations at 19 Dial Place, Warkworth.  Comments:  No objections.

A/2007/0231:  The building of a single shed to replace two small sheds and portaloo at the Lowther Equestrian Centre, Heatherleazes, Warkworth.  Comments:  The Parish Council has opposed this development, but understands that the current application is as a result of a condition imposed by the Inspector at the recent Enquiry, which requires the owner to move the caravans and sheds away from the adjoining dwellings in Heatherleazes and this being the case does not actively oppose this application, on the understanding that at the end of the temporary permission the land is restored to its original condition.

9. Vacancy on Parish Council

The decision to appoint a Councillor will be delayed until the next meeting on the 5th February.

10. Any Other Business

The existence of a 2nd World War bunker adjacent to the Beach Road was discussed.  As some of these buildings are now being listed elsewhere in the country, discussion took place about possible uses for it and ways of keeping its interior clean.  The possibility of fitting a door was considered.

Cllr. Mr Elliott will ask Mr Thompson to restore the seats, at presently in store following the flood, back onto the Stanners.

Cllr. Mr Heir told the meeting that he had resigned from the Memorial Hall Committee, but a representation on the Committee by the Parish Council will continue with Cllr. Miss Wilson.

Cllr. Mr Clark said he had examined the Sustrans seat on Rotary Way and reported that the wood treatment seemed to have worked and that there was no further tar issuing from the sleepers.

Discussion took place about the possible saving of the arched tree on the Mill Walk, which may have to be removed to allow diggers etc. to access the path.  Mr Tony Derbyshire of Northumberland County Council will be contacted for consultation on the matter.

Cllr. Miss Wilson said that she had noticed that benches which were placed to the side of the path leading from the car park to the beach had been removed.

I am sure by now you will be aware that the appeal against the decision to refuse planning permission for the New Barns Caravan site was turned down. I would like to thank all those people who wrote, phoned or attended the appeal and helped with this rejection. It proves that if the community works together it can influence decisions and resist the aspirations of large and influential organisations.

The position of the flashing 30 mph sign referred to in previous Pelican’s, has been approved by the Parish Councils and the Highways department of Northumberland County Council. The exact sites of the sign are displayed on the village notice board in Warkworth but roughly speaking they are:

1 Approaching Togston from Acklington at the beginning of the Acklington Road houses.

2 Approaching Acklington from Togston near the main junction to the Prison.

3 Approaching Warkworth from Acklington near the Watershaugh road junction.

4 On the 1068 into Amble from Warkworth near the Rivergreen development.

Fortunately I have managed to agree with the Safety Camera partnership that the cost of regularly moving the sign to the four locations above will be met by them and not by the Parish Councils, so as I am funding the sign, this means there will be no extra cost to residents of either Parish. I would expect the sign to be operational before the Spring provided the delivery time of 10 weeks is met.

There is also some work to be carried out on Morwick Road with new signs etc erected in an effort to slow down traffic on this busy route.

The issue regarding the naming of the new Unitary Authority has been satisfactorily resolved.The new name will be Northumberland County Council which is I believe the most sensible and cost effective decision that could be made.

The work on the flood damage repairs to the Mill Walk path is scheduled to start the week of the 19 January but the path will remain open until the 9 February when it will have to be closed for a period of time depending on the weather and speed of work.

The decision regarding the Village Green at the Braid (which is in Warkworth Parish) will be resolved at a special, open to the public meeting, of the Rights of Way Committee of N.C.C. at the Fourways2 building on Dilston Terrace in Amble at 10.30 am on the 13 February. I am a full member of that committee and will be present to hear the results of the previous public enquiry and participate in the decision as to whether or not to grant Village Green status to the area.

I am pleased to report that Warkworth Parish Council has just received a grant of £15,000 for work to be carried out at the Wellfield end of the Butts to improve the current informal car parking and amenity area that currently exists. The current plan does not include any fencing of the area but will use raised kerbs to deter motorists from parking on the grass at the south corner. The plans will not reduce the number of spaces available for parking but will stop the area becoming a “muddy mess” as it has been described by local residents.

2. Minutes of last meeting

3. Visit of Northumbria Police

A representative of Northumbria Police not being able to attend the meeting, Cllr. Mr Watson said he had been told by them that a new Community Policeman will be available for Warkworth and Shilbottle from January, and would regularly attend Parish Council meetings.

4. Visit of the Rights of Way Committee, Northumberland     County Council

Mr Tony Derbyshire of the Rights of Way Committee gave the meeting details of the proposed repairs to the river footpaths damaged in the recent flood.  He said following discussions with Northumberland Estates and the Environment Agency, they had given their consent for the work.  Mr Derbyshire gave details of the two options for the repair of the most damaged section lying between the Castle ramp for approx. two thirds of the distance to the kissing gate into the Hermitage Field.  400 ms. of path and significant sections of bank and trees had been eroded.  The options are as follows:

Option 1.  To construct a new aggregate track on the current route of the path would initially require substantial revetment works, where hard engineering solutions such as gabion cages, steel piling rock armour or timber revetment would be an essential prerequisite.  The Environment Agency do not like this hard engineering, it would cost between £40,000 and £50,000 and as the path is low at this point it would not reduce the likelihood of the aggregate being scoured from the surface in future years.

Option 2.  Would be to move the path approx. 2 m. away from the river, and raise the height of the path.  This solution would not be reliant upon carrying out major revetment work; willow and alder pegs would be planted at the most damaged areas, which would later be pollarded.  Spoil from the new route would be used to re-profile the bank.  About 6 trees, 5 sycamore and 1 oak will require to be removed plus some shrubbery, and any overhanging branches removed.  Several seats would need to be moved a short distance away from their current positions.  The proposed route would also travel over the Mill Well, which may need some revetment to protect it and maintain it as an important local feature.  Cllr. Mrs MacKay asked whether the arched tree would have to be removed and Mr Derbyshire replied that it would be kept if at all possible, but may have to be removed.  This is the preferred plan and has been agreed by the Environment Agency.  It was agreed by the Council that they supported Option 2. Full details of the proposed works will be put on the Parish Board.

The Council agreed to the use of a couple of parking bays on the Stanners to store materials whilst work was in progress.  Work will begin in January and it was anticipated that the work would be completed by the end of March.  During this time the path will be closed.

The remaining sections of the Monk and Mill Walks will be resurfaced and Mr Derbyshire also said that they hoped to improve the area where the kissing gate and field gate leads to the Hermitage landing.  Stone will be put around as new field gate to provide a dry entry for wheelchairs.
  
Cllr Mr Watson mentioned the original stone Castle boat landing that was also damaged in the flood, but Mr Derbyshire said that its repair was not the responsibility of the County Council.  He also said that no monies were at present available to Northumberland County Council from central Government towards the repair of areas damaged by the flood.

The Highways Dept. have applied for funding with a view to replacing the Black Bridge, but it would not be this financial year, possibly in a couple of years.  At the present time there is not enough money to even take the old structure away.  He agreed to return in the spring to give the Council an update and Cllr. Mr Elliott thanked him for attending the meeting.

5. Matters arising

Proposed Gift Hampers to village flood victims

Cllr. Mr Heir left the room before discussion commenced on the gift hampers.  Cllr. Mr Elliott gave details of a meeting with the various parties involved.  He said donations are presently coming in, either in kind or money, from a wide selection of donors throughout the village.  The parties involved will meet at 2.00 p.m. on 20th December in the Parish Rooms to put together the hampers, which will be delivered the following Sunday.

Cllr. Mr Heir gave the meeting an overview of the public meeting with Mr Paul Hendy.  Mr Hendy has suggested that he return with the Environment Agency in the New Year to discuss possible flood defences for particular properties.

Cemetery Chapel

This is now complete and looks extremely good.  Cllr. Mrs Watson mentioned a slipped tile which may block the gutter.

Speeding at the top of Morwick Road

Following his meeting with The Highways Dept of County Council, Cllr. Mr Watson said that the position of the four posts for the interactive sign would be as follows:  on the B6345 at Togston and Acklington; on Morwick Road going east, just passed the turning for Watershaugh Road and on the A1068 just before the turning into River Green.  This last area was chosen because of accidents in recent years.  The County Council also agreed to extend the 30 mph speed limit to just north of the Warkworth nameplate on Morwick Road.  It is proposed to put this on the list for next years’ schemes.

Both of these projects are now waiting for confirmation of funding from Alnwick District Council.

The Bridge Tower

The Clerk will write to Northumberland Estates to thank them for clearing the weeds and saplings from the top of the Bridge Tower and also ask about the embankment on the Stanners and the two parking areas that are still roped off.

The Northumberland Charter for Local Councils

Cllr. Mr Watson gave details of the meeting held at Alnwick about the proposed Charter.  He said generally it was considered possible for the bigger parishes to take on more responsibilities, but not the small parishes.  The Parish Council’s response will be that they wish to maintain the status quo.

9. Unpaid work by Northumberland Probation Service

         Cllr. Mrs Watson said that she had had a meeting with Mr John Ball of Ashington Probation Service.  She reported that work will start to clear the inside of the Cemetery Chapel before Christmas. They will also paint the gates to the cemetery and door to the garden, clear the wild flower garden and ivy from paths etc. and trim the trunks of several lime trees.  They have already carried out a beach clean.  The work on the URC car park will also start shortly.  Cllr. Mrs Watson said that the work programme was set up for the coming year.

10. Applications for donations – Warkworth Christmas Lights.

Discussion took place on an application by the Lights Committee for a donation towards the cost of more permanent lights for next season.  A donation of £600.00 was agreed and will be paid next month.

A request has been received from the Warkworth History Society for a donation to pay for the cost of donated copies of the society’s Archive Catalogue 2008.  This item will be put on the Agenda for January’s meeting.

Cllr. Miss Wilson said that the green bin in the Beach Road Car Park was overflowing and the rubbish blowing around the car park.  Cllr. Mrs Watson said that the Probation Service would carry out a litter pick in the area.

Cllr Elliott said that Mr Andy Webber had offered to carry out a presentation of the work to be carried out on St. Lawrence’s Church wall, where two new buttresses are to be built.  The Council agreed for this to take place at the next meeting.

Cllr. Mr Elliott said he had had a letter from the Solicitors who had taken over Adamson's, the Council’s Solictors, saying that the lease for the Market Cross was not complete.  Cllr. Mr Elliott will respond, agreeing to the completion of the lease.

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL - 06.11.08.

2. Minutes of last meeting

The Minutes of the last meeting were approved and signed; they have been posted on village notice boards and the web site.

3. Flood damage to Warkworth

Cllr. Miss Wilson asked whether those who need help are receiving it and in reply Cllr. Mr Watson answered yes, as far as he is aware and that he had not been approached by anyone who has asked for help. It is his understanding that the households who were flooded were adequately insured and there was therefore no need for a public fund or appeal.  The Parish Council was informed that at a recent meeting of the Parochial Church Council and the Parish Council, the suggestion had been made to give a gift of a hamper at Christmas to all those permanent residents of Warkworth who had been flooded, various other village organisations had expressed interest in making this gesture of sympathy and solidarity for those affected. This was proposed, seconded and agreed by the Council.  Mrs Hobrough told the meeting of a Mr Paul Hendy, who had worked with flood victims in Carlisle and Hull, and who would be willing to come to the village with the purpose of holding an open meeting with affected villagers, and, if PC feels that this is appropriate, will arrange a suitable date with Mr Hendy and liaise with the Council.

Cllr. Mr Watson gave an update to the meeting on the flood damage.  He said that it is likely that it will be some time before the Black Bridge is replaced as the costs will be between £250,000 and £400,000.  The paths are the responsibility of the Rights of Way Committee, Northumberland County Council, and will be repaired in time.  The River bank is the responsibility of Northumberland Estates, who have been contacted by District Council but no response has been received to date.
 
4. Matters Arising

Cemetery Chapel

Cllr. Mr Elliott said that the door is now locked, but that the windows still remain to be secured with Perspex as agreed.

Guilden Play Park

The new tarmac path is now complete.  Cllr. Mrs Watson discussed the cost of bags of the recommended grade of wood chippings for use in the play park and said she has found a local supplier.  It was agreed that the chippings should be purchased and spread.  Cllr. Mrs Watson also said that she had been in touch with Climb n’ Slide about the slight damage to the climbing netting and they will send advice as to how this netting can be repaired.

Speeding at the top of Morwick Road

Cllr. Mr Watson said that a representative of the manufacturer of the flashing interactive sign proposed for Morwick Road and Birling, will meet with County Council on the 24th November to decide on the exact location of the posts.

Notice Board

Cllr. Mr Elliott said that he had received a revised quotation of approximately £2,000 for placing reproductions of one information panel on half of the back of the Parish Board, and using the other half for general village notices. It has been agreed to go ahead with the project subject to funding being available from Mr Martin James of District Council to cover the costs.

The Butts

Cllr. Mr Watson said that the original grant for the parking bays had been cut to £10,000, but on appeal District Council agreed to raise it to £15,000, which has now been approved by County Council, pending funding from District Council.  Planning application now needs to be made.

The issue of cars parking on the riverside grassed area was discussed with Dr C Cox, a visitor to the meeting, who considered that fencing off the grassed area would cause problems of overspill parking in Greens Park.  The Council explained that twelve parking bays, in the style of those put onto the Stanners, would be made on the degraded land, with the possibility only of posts or fencing to prevent visitors’ cars parking on the grassed area.

The Bridge Tower

Cllr. Mr Watson said that he had spoken to the County Archaeologist, who agreed to contact Northumberland Estates to see what could be done about the roots of the self seeded trees, which can cause damage to the Grade I listed building.  The Clerk is to write to the County Archaeologist on this matter.  Cllr. Dr J. Cox agreed to speak to Mr Alf March asking him to expedite a response from Northumberland Estates.

Village Walk

The post and wire fence on Beal Bank, previously damaged in a car accident, has now been repaired by Northumberland Estates at the Council’s request.
 
The reported silt has been cleared and the channels cut into the grass on the Butts repaired.

Mr George Lynch of the Blacksmith’s Cottage, Castle Street is trying to find out where the water issuing from under the step in front of his house is coming from.

The uneven paving outside of Abbeyfield and that previously reported on Guilden Road have been reported but not yet fixed.

The Clerk gave details of the completed Audit, and of the external Auditors, BDO Stoy Hayward’s issues arising from the Audit.  The Council will carry out a review of the internal audit as requested, following receipt of the Accounts and Audit (Amendment) (England) Regulations 2006, regulation 6(3).  The Council has also been recommended to carry out quarterly budget monitoring.  This was commenced last meeting and will be presented quarterly to the Council by the Clerk.

8. Unpaid work by Northumberland Probation Service

Cllr. Mrs Watson gave the council details of her contact with the Northumberland Probation Service, when she vigorously complained of the lack of work being done by the Probation Service within the Alnwick area.  A meeting then took place with the Probation Service, Cllrs. Mr & Mrs Watson and Mr Elliott.  The Probation Service offered their apologies to the Council and expressed their interest in working on a list of projects given to them by the Council, as follows:

They will finish clearing the inside of the Cemetery Chapel and fill the skip, then, after consultation with the Vicar, clean up the wild flower garden and carry out any other remedial work necessary in the cemetery, make a seat for the Guilden Play Park and fix it in place, carry out a beach clean of both Warkworth and Amble and a litter pick before the annual Northumberland in Bloom judging, paint the anchor on the braid and the birds-tooth fencing above Wellfield and replace the 5 tins of paint previously issued to the Probation Service by the Council, but not used.  They will clear the rubbish from the river side of Rotary Way and clear the silt on the URC car park, putting it to one side for local gardeners to collect and make use of, they will also repair the fence in the car park and remove the ivy from the wall.

The Probation Service Unpaid Work Manager will inspect the work proposed for Health & Safety issues and plan a scheme of work for the coming months on the 18th November at 10.00 a.m.  Cllrs. Mr & Mrs Watson and Councillor Mr Elliott will attend the survey.  Notice will be given to the various parties involved when work will begin.

9. Applications for donations – Warkworth in Bloom and Warkworth First School

The application from the Warkworth in Bloom team for a donation of £1,000 was discussed and agreed by the Council.

An application was received from Warkworth C of E (Aided) First School, for a donation to cover half the cost of swimming expenditure for some year 3 pupils.  Cllr. Fender declared an interest as a member of the School PTA.  Discussion took place and it was agreed that the Council did not think this funding appropriate from public funds, but will be pleased to support the Howick Forest school trip.  The Clerk will write to the Head Teacher.

An application for a donation has been received from the Christmas Lights Committee; this item will be put on next month’s Agenda.

10. New bank account for Sculpture Appeal

The Council agreed to a new bank account being set up for the Sculpture Appeal, and a letter to Barclays Bank was signed accordingly by signatories to the account.

11. Warkworth Canada – exchange briefing

Cllr. Mrs Watson told the meeting about the recent contact she had had with Mr & Mrs McCleary of Warkworth, Canada, with a view to twinning with this village in the future.  Discussion took place on how the PC would maintain the link, offering hospitality etc.  It was agreed to initially exchange information on the relative web sites and the Council agreed to a reception for visitors from Warkworth, Canada.
        
12. Any Other Business

Cllr. Mr Watson said he had received complaints about cars parking on pavements, especially builders’ vans on Castle Street, but had resolved the matter by speaking to the owner of the company.

He also reported that a dropped kerb will be made at the end of a footpath on Guilden Road, for ease of use by wheelchairs.
        
Cllr. Mrs Fender has reluctantly resigned from the Parish Council and will write formally to the Clerk.  Cllr. Mr Elliott thanked Mrs Fender for her work on the Council for the past year.

Cllr. Dr Cox suggested that should a meeting be arranged for the flood victims in Warkworth, information on forthcoming coastal erosion plans be given to them.

Unfortunately at the time of writing this report the results of the New Barns Farm Caravan appeals are not known even though I have been chasing up the result for the last few weeks. I will post a report on the Notice Boards of Warkworth and Acklington when I know the outcome.

The positioning of the flashing speed signs that I have sponsored (in co-operation with both Parish Councils) for Warkworth and Acklington should have been agreed by the time you read this report. A meeting was scheduled with NCC Highways, representatives of both Parish Councils and myself, to finally agree on the best sites. Hopefully before too long we should see some action to slow down speeding motorists in our villages.

The name of the new Unitary Authority issue that I referred to in last months Pelican is now out for consultation and you will have the opportunity to make your feelings known by voting on the County Council’s web site. Please take time to vote on http://www.northumberlandcouncil.gov.uk/name.asp. My view is that Northumberland County Council is as good a name as any for the new authority and as it saves money, (estimated as £27,000, which I think is a very low estimate)  that is what it should be called. You should be aware that you only have until the 4th December to register your vote on this subject.

I am pleased to be able to report to you that after extensive consultation with the Rights of Way department of N.C.C. we have agreed a satisfactory schedule of repairs to the Mill and Monks Walks along the river in Warkworth. A plan of action is to be presented to the Parish Council for its input at its December meeting with work scheduled to take place February/March 09, depending on weather.

Despite attempts to find out what Northumberland Estates intend to do about the damage to the riverbank at The Stanners in Warkworth, I have been unable so far to get any response. I will keep trying.

At this time of year the Highways department of the County Council decides on it’s programmes for the next fiscal year. I am working very hard to have several local projects included in the plan. One proposal I am pushing for and would like to highlight in particular is the upgrade to the path between Acklington and Togston, which I know is of concern to many Acklington residents. I have tried for several years to have this well used path improved and I will not give up until the improvement work is carried out.

I am going to hold surgeries in January in both Acklington and Warkworth for anyone who wishes to speak to me (details in next month’s Pelican, the Northumberland Gazette and notice boards) but in the meantime, as ever, I am available on 01665 713629.

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL 02.10.08.

2. Flood damage to Warkworth

Warkworth Parish Council wish to express its commiserations to the 24 households in Warkworth affected by the flood and to thank all the friends and neighbours who helped during and after the flood, including Mr Bill Batey and the Alnwick District Council workmen who turned out in great force.

Councillor Mr Elliott said that the Council need to also think about the Parish Council seats and trees that were lost and their improvements on the Mill Walk that have been undone.  Assistance to repair the damage is needed and it is possible that flood relief funds from Central Government could be obtained via Northumberland County Council.  He went on to say that the Parish Council also need to think about the consequences of the flood and, with the possible help of the Environment Agency, think what measures can be put in place for the future.

The Clerk will write to Northumberland County Council putting in a claim for flood damage.  Letters of thanks will be sent to Mr Bill Batey and Alnwick District Council for their help on the night and also Mr Keith Allan of Allan’s Engineering who helped to “rescue” a picnic table washed from the Stanners down to Amble.

Discussion took place on the Flood Line and the fact that no warning of a flood to Warkworth was given and the timings of the various warnings received.

On the Monday following the floods Tony Derbyshire of Northumberland County Council inspected the footpaths and discussed the damage with Councillor Mr Watson. The meeting was told that Northumberland Estates put up the barriers to fence off the bank and a part of the parking area and that they will report to the Council after the area has been inspected.  Other damage sustained was the topsoil from the overflow parking has been washed away, a number of trees need to be replaced, two seats were washed away, but one recovered and a picnic table was recovered from the Braid Amble.  Councillor Mr Watson suggested closing the overflow parking on the Stanners and this was agreed.  Three spars and some hasps on the fencing were broken and a litter bin was lost.  Councillor Mr Watson gave details of a complaint he had received from a lady who had tripped and fell on the Stanners and he agreed to look at the problem area.

4. Matters Arising.

Cemetery Chapel

Councillor Mr Elliott said that work on the chapel is almost complete and that the quality of the workmanship is excellent.  There is now a need to secure the building, the door and windows both requiring attention.  Mr D Hall provided a price of £560 to cover the windows with Perspex to keep the wildlife out, plus necessary work to secure the door and provide a lock.  Discussion took place and it was agreed to spend the sum of money to make the newly refurbished building secure, as a final contribution by the Parish Council to the project.

Guilden Play Park

Planning permission is not needed for the new path which is now going ahead.  Councillor Mrs Fender suggested that some wood chippings be laid on the muddy areas.  It was agreed to look into this and also add chippings to the slide area.

Spoil caused by the building of 3 chalets at Caravan Park

Councillor Mrs Watson gave the meeting the name and telephone number of the new owner of the Coquetdale Caravan Park.

Speeding at the top of Morwick Road

Councillor Mr Watson said that he had received confirmation that the interactive sign to be shared with Acklington will go ahead, and that decisions have to be made about the positioning of the posts.  Before the interactive sign is put in place Northumberland County Council will install the necessary signs.

Blocked drains and gullies

Councillor Mr Watson said that County Council will attend to the blocked drains he reported on both Castle Street and Castle Terrace.

Notice Board

Councillor Mr Watson said that Mr Martin James of District Council had agreed to some funding to place the reproduction of the two tourist board panels onto the back of the Parish Board.  Discussion also took place about using part of this area for public notices, and quotes are to be sought for providing a door for this area.  The maximum grant available is £2,000.

Issues from last month’s correspondence

Councillor Mrs MacKay said she had been contacted about the Rotary Way carved screen and the removal of its seat. It was agreed by the Council that this was rotting and in a poor condition with tar issuing from the sleepers.  The seat was put in by Sustrans, who subsequently removed the seating parts after complaints of marked clothing.  The Clerk will write to Sustrans asking for the screen to be removed and replaced with a more suitable seat and also to report that the brickwork on either side of the seat is flaking and in a poor condition.

Notice of the Planning Appeal for a caravan park at land east of New Barns Farm

Councillor Mrs Watson attended the Appeal on behalf of the Parish Council and gave details of the proceedings and also of the site visit that had taken place that afternoon.  A decision on the Appeal should be made available in four weeks.  Councillor Mrs Watson’s report of the proceedings will be put onto the Parish Board.

The Butts

The Plans for parking bays on the Butts have been passed by District Council, but also need to go before County Council.  Monies are available from District Council to cover the cost of construction.

8. Budget preparation for Precept Application

The Clerk gave the meeting details of expected expenditure for the financial year 2009/10 and discussion took place on the Precept application for the financial year 2009/10.  It was agreed to keep this at its present level of £27,000.  Projects to be considered for the year are:  marking of the parking bays on the Stanners and measures to prevent parking on the grass at the Butts; some work on the Braid end of Rotary Way; address the problems on the river bank from the Stanners to the Hermitage landing; St. Lawrence’s Church Wall (there may be Government funding for this).

9. Grass cutting/spraying operations years 2009/12

Requests for quotation will be made to cover the grass cutting, strimming and spraying operations carried out in the village during the summer months.  A list of the work to be carried out was circulated to the Council by the Clerk.
        
10. Village Walk

A. Councillors Mr & Mrs Watson walked Rotary Way to the Braid and collected 4 bags of rubbish.  They reported litter left by the flood on the river side of the fence and will contact the Rotary Club about a joint litter pick in this area.  They reported the post and wire fence had been damaged following a motor accident on Beal Bank and that the Anchor on the Braid had been moved from its plinth.  Councillor Mr Watson will ask Mr Phil Briggs to investigate the missing wooden bollards on the south side of the road to the Marina and the Clerk will write to Northumberland Estates about the broken fence on Beal Bank.

B. Councillor Mr Ward suggested that the channels cut into the grass on the Butts following the flood could be a trip hazard, and discussed the amount of silt lying on both the Butts and the Stanners.

C. Councillor Mr Heir said that the water issuing from under the steps at The Blacksmith’s Cottage on Castle Street could present a hazard, particularly as leaves are lying on the wet surface.

D. Councillor Mrs Fender said that a section of paving outside No. 1 Guilden Road was in a poor condition and may be hazardous, and that the end of Barns Road was still untidy following contractors’ work.

11. Any Other Business

Councillor Mrs Fender said she had received several requests for another bench or seat to be placed in the play park, which the Council agreed to consider.

What a month! From rising prices to rising rivers it is a month that many of us would want to forget. I must express my sincere sympathy to all those who suffered from the recent flooding, I know that it will be many months before some residents can get back into their homes and I understand how upsetting that must be. I would like to say that I was most impressed by the way those residents in Warkworth dealt with the problems on the Saturday /Sunday of the “deluge” and how people pulled together in the difficult circumstances. The Police, the Coastguard, the District Council and neighbours all did the best they could to help and were rewarded with copious cups of tea and coffee and if I am not mistaken, even the odd whisky or two in the middle of the night!
Acklington and Warkworth Parish Councils have agreed to work with me to acquire a flashing mobile speed sign that can be used at four different sites. I have agreed to fund the cost of the machine from NCC’s member’s small schemes and the Parishes will pay the cost of moving the sign between sites. Look out for these signs later in the year.
Amble Police have the use of a new speed gun acquired for the Alnwick Area and as I write this (19th) are busy using it on Morwick Road; they used it yesterday on the Wynd. Hopefully these measures combined with some further activity on the Guildens and permanent signs on Morwick Road will discourage speedsters.
The proposed improvement of parking facilities on the Butts has moved further on and the District Council have agreed to the request I put in for the Parish Council. This needs to be ratified by NCC, so I will continue to lobby for its acceptance.
 
Unitary Council news

It has been decided that the new Unitary Council will have three area committees (I wanted five) to try to maintain its contact with local people.

Warkworth, Acklington and Amble will be in the Northern Committee area which comprises the existing Councils of Alnwick, Berwick and most of Morpeth, the members of the committee and its function have yet to be clarified. Parish Councils are being consulted on what they would like to see being handled by the new body.

The belonging community name has been ditched and we now are to have Community Forums instead, (different name-same idea). Amble will have a forum which will include several of the smaller Parishes such as Togston, Acklington, Guyzance and Warkworth will be in the Forum based on Alnwick; again it is still not clear at this stage exactly what the make up of the Forum will be and also what its function will be.

One thing that is clear is that these new bodies are going to happen and I intend to take an active part in them to ensure that we get our voice heard.

You can see from a separate report from June Watson a summary as to how the hearing regarding an appeal about the refusal of a caravan park at New Barns Farm was conducted. I believe the Council were very supportive on this issue and were satisfied at the way it went and the participation and help it received from residents of the area, we should be informed of the outcome before next months Pelican and I will include it in my report.

Consultation has begun between Warkworth Parish Council and the District and County Councils regarding the damage caused by the recent floods with particular reference to the Black Bridge and the public footpaths damaged along the riverbank. Northumberland estates are responsible for the riverbank itself and contact has been made with them, they have cordoned off the affected area and I am waiting to hear what they plan to do about the problem.Summary of speed control measures in the area
The final paperwork has now been approved regarding the flashing mobile signs referred to last month and once we have finalised on the four sites in Acklington and Warkworth the work will go ahead.

The proposed speed control measures for Guildens Road have been consulted on and the suggestion that had the most support is to be taken to N.C.C. Executive Director for final approval. These measures are to provide raised junctions and 75mm high two-abreast speed cushions on the road. It is normal for proposals such as this to be approved and I look forward to informing you of the decision and likely date the work will take place.

Morwick Road is in the same situation with a recommendation at N.C.C for extra signage and road marking improvements as well as the flashing signs referred to above. The Police have been active with the new mobile camera and many warnings have been issued to speedsters, the next stage will be to prosecute. You may have heard of my campaign to keep the name of the new Unitary Authority for Northumberland as Northumberland County Council and not change it to Northumberland Council (one word change!) and so save a large but as yet unspecified amount of money that we can ill afford in these times of financial difficulty for the Council. I hope I can count on readers support in any consultation that NCC may undertake, after all is said and done; I do not believe the ordinary council tax payer would care two hoots about the name issue but would care about the wise and frugal spending of their council tax.Finally, I have commenced a round of surgeries again, (details in the local press) however, as you know, I am always available to you on 01665 713629

Stanners Picnic Area

2. Minutes of last meeting

The Minutes of the last meeting were approved and signed; they have been posted on village notice boards and the web site.

3.  Matters Arising.

Cemetery Chapel

Councillor Mr Elliott said that considerable delay had been caused to this project by the discovery of wet rot in the trusses and the need to source the proper timbers for their repair.  Dave Hall of Amble expects to be completed by 12/13th September, allowing Mr Henderson to begin replacing the slates the following week.  Councillors Messrs Elliott, Watson and Heir will form a working party to clear rubbish from the Chapel and Councillor Mr Elliott will arrange the necessary skip.  The site will be made secure by locking the door and securing the windows.  Councillor Mr Elliott said that, due to the rotten trusses, costs have risen to the Council and will now be £5,000 (over and above the Grants agreed with District Council).

Guilden Play Park

Councillor Mr Elliott has E mailed Mr B Browell of Alnwick District Council’s Planning Dept. about the possible need for planning permission for the path, but to date has had no reply:  Councillor Mr Watson will speak to Mr Browell about this.

Spoil caused by the building of 3 chalets at Caravan Park

Councillor Mr Elliott said he is due to meet with the A.O.N.B. and will speak to them about the spoil thrown down the cliff side.

Speeding at the top of Morwick Road

Details have been received from Northumberland County Council about the purchase and installation of a mobile interactive sign and up to four posts; the costs being £6,500 for the sign and posts and a cost of £250 per rotation of the sign per post per year.  Councillor Mr Watson said that he had discussed this with Acklington who agreed to share the cost of supply and installation, with two posts being placed in each village, therefore halving the running costs.  The costs of supply and installation will be paid for from Councillor Mr Watson’s Members Small Schemes Fund.  Discussion took place and it was agreed to place the posts at the Morwick Road and Birling entrances to the village.

Results of the Morwick Road traffic management options survey were also as follows:
Option 1: Signage and roadmarking improvements along the route to encourage reduced speeds (34 Votes).
Option 2: Provision of one or two permanent post sites along Morwick Road between which a mobile interactive speed limit sign could be rotated periodically (44 votes).
Option 3: I propose that NO action should be taken (16 Votes)
Option 4: I propose that OTHER MEASURES should be introduced (17 votes).

Responsibility for Option 1 would be the County Council and for Option 2 the Parish Council.

PC Wendy Weatheritt attended the meeting and said at this point that Alnwick area police force are getting a speed gun to use in local problem speeding areas.  It is likely that offenders will initially be logged and sent a letter of warning; any subsequent speeding offences will receive a ticket.

Blocked drains and gullies

Councillor Dr Cox reported a blocked drain on Bridge Street;  Councillor Mr Watson will report this and also make further attempts to get the drain unblocked on Castle Terrace, (not an adopted road).

Notice Board

Councillor Mr Elliott reported that he had received an estimate of £1,563 including VAT for the reproduction of the two tourist board panels, which would be placed on the back of the Parish Notice Board.  The cost was considered high and it was decided to approach Mr Martin James of District Council to try to get some help with the costs.

New Norwich Union Insurance Policy for Parish Councils

Councillor Mr Elliott gave details of the new Norwich Union Insurance Policy for Parish Councils which is now in place, having been agreed by the Finance Sub-Committee during August.  A copy of the Certificate of Employers’ Liability Insurance will be displayed on the Parish Board.

7. Visit of PC Wendy Weatheritt of Alnwick Police Force

PC Weatheritt gave details to the Council of the newly formed Farms Watch Scheme, where any suspicious cars etc. can be reported on a direct line.  They have also formed Caravan Watch and Church Watch and encourage anyone seeing any suspicious happenings to report them to the police.

8. Request for donations:

Warkworth & District Flower Club

Following a request from the Flower Club towards the cost of the Christmas meeting, the Council agreed a donation of £200.

Warkworth History Society

An application has been received from the Warkworth History Society giving details of a booklet of walks in and around the village that they would like to publish, and asking for help with funding from the Parish Council.  Discussion took place and it was agreed in principle to support the project, the amount to be agreed when costs are known.  Clerk to write to Mrs Joan Hellawell.

9. The Butts

Councillors Messrs. Watson and Elliott gave details to the Council of the possibility of the parking bays planned for The Butts after completion of Greens Park, may now be possible due to an unexpected increase in District Council’s capital reserves.  Costs for the bays are likely to be between £16/18,000 and the Council will have to re-apply for planning permission.  Councillor Mr Elliott has contacted Northumberland Estates about a lease for the land and for early entry to the land, so that work can begin before the legal documents are finalised.  The problem of cars being parked on the grass was discussed and various ways to prevent this, e.g. birdstooth fencing or bollards.  The Parish Council recognises that a problem exists in this area and would invite comments and suggestions from residents, either to a Councillor or to the Clerk at 4 Woodlands.

10. Village Walk

The annual Village Walk by the Councillors was discussed, and it was agreed that each Councillor would walk a separate section of the village as follows:  Councillors Mrs MacKay and Mrs Fender the Morwick Road and streets off area;  Councillor Mr Heir from the Sun Hotel to the Stanners; Councillors Mr & Mrs Watson from Beal Bank down Rotary Way to the Braid at Amble; Councillor Elliott the Castle Field to Howlett Hall to the Stanners;  Councillor Wilson the Beach Road and Birling;  Councillor Dr Cox Castle Street to Ember Gardens and Councillor Mr Ward Wellfield and the Butts.

11. Warkworth Cemetery Headstone Repairs

Details were given to the meeting of Councillor Mrs Watson’s recommendations that the Council use Memsafe Ltd. to check the safety of headstones in St. Lawrence’s churchyard and the older, now closed, section of the Beach Road cemetery.  The initial inspection was carried out free of charge and recommendations were made following Health and Safety rules.  A quotation for £379.00 plus VAT has been received from Memsafe and the Council agreed to this work being carried out in October, subject to the Vicar’s approval.  The repairs in the Beach Road cemetery are a one off gesture by the Parish Council to make the headstones secure, as this cemetery is not at present its responsibility.  The names of the deceased are as follows:  Richard Forster, Richard Watson Dickson, Joseph Young, Thom. Clutterbuck, Hannah Colville, Wm/Mary Kane, Susan Thomas Forsyth, Christopher Ord (all in Beach Road Cemetary) and Andrew Bell in St. Lawrence’s churchyard.

12. Any Other Business

Overnight Parking – Beach Road

Councillor Mr Watson brought to the County Council’s attention the fact that there is no sign prohibiting overnight parking on the Beach Road car park.  County Council will consider putting a sign in place.

Broken picnic table on Castle Field playground

Councillor Dr Cox will speak to Peter Thompson about its repair.

Bridge Tower weeds

Despite the Parish Council having contacted Northumberland Estates about the weeds and saplings growing from the top of the Tower, no action has been taken.  The Clerk will write to Northumberland Estates, stating that if they are not proposing to take any immediate action, they allow a working party from the Parish Council access to the Tower to clear the vegetation themselves.

Gift for George Smart

Councillor Miss Wilson showed to the Council the print of Warkworth she had had framed to present to Mr George Smart on the occasion of his 100th birthday.  The Council approved the payments made for the gift.

The result of the appeal regarding the field at Heatherleazes for a change of use for a Gypsy –Traveller family has just been announced as I write this report. The Inspector decided to grant temporary residence for a period of 3 years to Mr and Mrs T Lowther with a proviso of only two caravans on the site at any time. Many people will be disappointed at this outcome but at least it means in the long run that this sensitive area will be free from this type of development.

I am working closely with Warkworth Parish Council in trying to obtain a grant from A.D.C. to complete the car parking area on the Butts and at last we seem to be getting some progress with this project. The aim (as outlined some time ago ) is to have  a more formal parking area at the Wellfield end of the Butte similar to that on the Stanners and tidy up this current informal parking area to get rid of the holes and mud experienced in the Winter (or even the Summer).

Traffic calming survey results in Amble and Warkworth are being studied and I will report shortly on the outcome.

You may have read that I was unable to have publicised the leaving package that the departing Chief Executive had from Northumberland County Council. as the Council had made a legally binding secrecy agreement with him. I still deplore this situation but feel there is little more I can do in the circumstances.

The time is approaching when I will be working with the Highways department to prepare next years programme for the repair and maintenance of the roads in our area. There are many areas that need attention and it will be a matter of prioritising them as I am sure there will not be enough funds to do them all. However if you feel that there is an area that needs attention please let me know and I will try to have the work included in the plan if it is considered to be urgent.

Alnwick District Council is putting together a strong case to support the planning refusal for the New Barns Caravan site at the appeal to be heard at the end of September. The Officers and I have had meetings to discuss the best way to handle it and I am satisfied that we have a strong case and that Officers will present it well. I feel we have a very good chance that the appeal will be dismissed but unfortunately we will not know the outcome for several weeks after the hearing.

3. Matters Arising

Cemetery Chapel

Councillor Mr Elliott reported that Mr Henry Henderson has started work on the Cemetery Chapel Roof, however after vegetation had been cleared from the South elevation the rafters had been exposed and found to be in a very poor condition.  Most of the feet of the trusses are rotted (wet rot) and will need to be replaced.  An estimate from Dave Hall of Amble has been accepted to replace the rotten timbers at a cost of £1,060, and from Mr Henderson for scaffolding work and removal of slates etc. to allow the timbers to be replaced, of £400.  The total extra cost to the Council will therefore be £1,460.  Councillor Mr Elliott has reported the situation to the Vicar.  Discussion took place and it was agreed unanimously to go ahead with the work.  A further Schedule of Works will be sent to District Council.  The Council agreed with Councillor Mrs MacKay that a photo record of the work should be kept.  The Council also agreed that the site should be secured whilst work was taking place.

Beach Road Football Field

Councillor Mrs MacKay will make enquiries about the cost of replacing the existing football posts on the Football Field.  It was emphasised that the new posts would be left in place throughout the year for the use of the public.

Guilden Play Park

Councillor Mr Elliott reported that he had received an estimate of £1,980.75 plus VAT from Barry Knox of Beck Groundworks to construct a tarmac footpath leading from the Guilden Play Park.  After discussion it was agreed that tarmac was preferable to concrete for this path.

Litter on Beach/spoil caused by the building of 3 chalets.

The Clerk reported that no reply had been received from The Manager of Coquet View Park to the letter sent about the spoil thrown down the slope below where three chalets had been constructed.  A letter will be sent to the Planning Enforcement Officer at Alnwick District Council asking her to take action on this matter.

Discussion took place about the huge amount of rubbish lying on Warkworth beach at the moment and the Clerk is to write to Mr Richard Thompson at District Council to see if a work party could clear the rubbish.

St. Lawrence’s Churchyard wall

After discussion about the condition of the Churchyard Wall, it was decided that there was no immediate danger from the two leaning sections; however the situation would be monitored regularly.

Unmade road at the back of the Birling houses

Councillor Mr Watson gave the Council details of a meeting he had had with the Regeneration Officer, Stephen Revell, of Alnwick District Council who said that he didn’t think he could help at the moment but estimated the cost of resurfacing the road to be £28,000.  He also spoke to David Laux of County Council who promised to look at the area and give us his thoughts and approx costs.

It was reported that some “road planings” had been put onto the Long Stay car park.  These are to be spread and rolled on part of the unmade road to fill in some of the potholes by Mr John Howliston.  Discussion took place about the possibility of having a vehicle counter placed on this road to find out how many vehicles use it daily.

Carved seat on Rotary Way

The “seat” part of this has now been removed.  Discussion took place about the possibility of more bench seats being sited on Rotary Way.

Speeding at the top of Morwick Road

Councillor Mr Watson said he had spoken to both Amble Town Council and Acklington Parish Council and they also express concerns about speeding.  Discussion took place about the merits of sharing a movable sign with one other Council, or for Warkworth Parish Council to purchase one for use in the village only.  The Clerk will write to Mr Dick Fraser of County Council to get prices for the mobile sign, for capital and contracts costs.

Blocked drains and gullies

Councillor Mr Watson said he had spoken to District Council about this matter; however the blocked drain on Castle Terrace was not their responsibility as it is private road, but they will let him know the cost of having it cleared.
 
Notice Board

Councillor Mr Elliott reported that he has received the disc for the St. Oswald’s Way board and has sent both discs to Fitzpatrick Woolmer asking for costs for two prints to be made that can be fastened to the back of the Parish Board.  Councillor Mr Watson will speak to Tony Darbyshire about a report that the St. Oswald’s Way path is blocked at New Barns Farm and walkers cannot proceed past that point.

7. Report on a meeting held at Stannington to discuss “code of practice for the management of burial grounds".

Councillor Mrs Watson gave the meeting a review of the burials training session attended with the Clerk on the 13th June.  Ownership of the St. Lawrence’s Church graveyard was discussed but it was thought likely that the Parish Council took over some considerable time ago (possibly the 19th Century).  The Council was recommended to carry out regular inspections of standing gravestones and trip hazards, using the recommended risk assessment form and that a record be kept.  It was agreed that Councillors Mrs Watson and Miss Wilson would meet to record all the existing gravestones, taking photographs as necessary and will report back to the Council at their next meeting in September.

8. New Norwich Union Insurance Policy for Parish Councils

The Clerk gave details of a new Insurance Policy specifically for Parish Councils from Norwich Union Insurance, which gave greater benefits with a saving of approximately £100.00 per year.  Discussion took place and it was agreed that the Clerk would contact the Agent to make further enquiries about the suggested fixed 3 year period, and increasing insurance for the War Memorial to £10,000.  The Council agreed to give delegated powers to Councillors Mr Elliott and Clark to make a final decision on the Policy as the insurance renewal is due mid August.

9. Any Other Business

Bins by toilets on Brewery Lane

Councillor Mr Watson reported that following visits by Mr Richard Thompson of District Council, small bins will be supplied to the occupants of Hotspur Court that can be carried through the house, allowing the bins presently stored outside of the public toilets on Brewery Lane to be removed.

Potholes on Barns Road

Councillor Mr Watson also said that, having been contacted about the road surface on Barns Road where parts are potholed and breaking up he spoke to Northumberland County Council who have agreed to carry out some temporary repairs to the surface, pending more permanent work being carried out in the next financial year.

Signs at the top of Beal Bank

The Clerk was requested to contact the Enforcement Officer at District Council to request a legal notice to prevent further illegal signs to be placed at the top of Beal Bank.

Broken picnic table

One of the picnic tables to be found on the Castle football field has been broken.  Mr Peter Thompson will be asked to repair it.

Village Walk for 2008

Councillor Mrs Fender reported an area on Barns Road that has been left in an unsightly condition and suggested a Village Walk by the Councillors.  This was agreed, as the Councillors had not yet carried out their annual walk, and will be put on the Agenda for the September meeting.

Temporary Road near the Hermitage landing

Councillor Mrs MacKay brought to the Council’s attention the fact that the temporary road put in place whilst works were being done by the Water Company, is still in place.  As the road should have been removed after the works were completed, the Clerk will write to the Planning Enforcement Officer of District Council asking her to take action on this matter.

Broken litter bin

Councillor Miss Wilson reported that the catch on the heritage litter bin set next to the seat near the Castle, is broken again.  The Clerk will ask for the cost of a new litter bin from Mr R. Thompson of District Council.
        
Also reported were;  a pothole outside of the Parish Rooms, Councillor Mr Watson agreed to speak to Highways Dept. about this; unsightly bins at the main Beach Car park, Councillor Mr Elliott will contact Mr Ian Robson of the A.O.N.B. Partnership about this matter.

DISTRICT/COUNTY COUNCIL NOTES June/July 2008

As the hearing regarding the caravans at Heatherleazes gets closer (due to be held on the 2 July) I decided to organise a meeting with interested parties and Planning Officers of Alnwick District Council. The purpose of the meeting was to ensure that we worked together on this issue in the best possible way and that we co-operated with the Officers who have been putting together a case for supporting the refusal. In this meeting we exchanged information and ideas and clarified several points that the local objectors had raised. It looks as though we are in a strong position to support the refusal of this application but in the final analysis it will be the Planning Inspector who decides on the case, I will try to make sure that he understands, and takes into account, the strength of local feeling from residents against the current situation

I have been consulting with interested parties regarding the signage of the new play park at the Welfare ground in Amble and have managed to have a plan drawn up by the Highways Department that would make the area safer. I am pursuing this with The Amble Development Trust, who is aware of the safety issues and was already working on them; we hope to reach a satisfactory conclusion shortly.

As stated previously in the Pelican, speeding on our roads continues to be a big problem, to try and alleviate some of the issues in our Parish I have had detailed discussions with Senior Managers at Northumberland County Council and am awaiting the outcome of them. The current consultations regarding Morwick Road, Guildens Road and Acklington Road in Amble will all be taken into account and it is planned to include other problem areas in the final plan for the area.

The Heritage style replacement street lighting and removal of wooden poles on the Butts in Warkworth is almost complete with just (as I write 19/6/08) three concrete pillars to be taken out and re-used elsewhere and two poles on the ground to be removed. I think everyone agrees this was a very worthwhile project for the Parish Council and me (with my County Councillor's hat on) to undertake, especially as there was no cost to the Parish Council.

As many of you will know, residents of Acklington have plans for a community garden near to the Village Hall and have been working with various parties to bring this plan to fruition. I have already offered some advice on the way to proceed and will be attending a meeting to continue with my help to the project. If I can help financially through funds available to me from the County Council then I will do so.

MINUTES OF A MEETING OF WARKWORTH PARISH COUNCIL - 05.06.08

The Minutes of the last meeting were approved and signed; they have been posted on village notice boards and the web site.

3. Matters Arising

Cemetery Chapel

Councillors Mr Elliott and Watson confirmed to the meeting that Alnwick District Council will award a grant of £1,900 towards the cost of replacing the roof and making safe the Cemetery Chapel.  The total cost will be £3,800 with the balance to be paid from the Precept.  Discussion took place and it was agreed that Councillors Mr Elliott and Watson will meet with the St. Lawrence’s Church PCC in the near future to inform them of the proposed work and, through the Vicar, to obtain formal permission from the Diocese for the work.  A Schedule of the Works will also be sent to the Conservation Officer of Alnwick District Council.  Making the Chapel secure after the repairs have been completed will also be discussed at the meeting.

Beach Road Football Field

It was the decision of the Council to reduce the rent due on the football field by its sub-tenant Amble Football Club to £75.00 for the year 2007/8, as the Club had erected, at its own expense, a post and rail fence and gates between the field and the road, to prevent cars accessing the field.

Guilden Play Park

Councillor Mrs Watson presented plans to the Council of the proposed hard path to run from the playground entrance to a nearby existing footpath.  Mr Phil Briggs had recommended a tarmac path and an estimate had been received of £2,300 + VAT for the work.  Discussion took place and it was agreed to get a further estimate using an alternative route for the path and concrete to be used instead of tarmac.

Litter Pick

Mention was made about the amount of litter now to be found in and around the Beach Car Park and the parking of accommodation vehicles overnight.

Councillor Mr Elliott reported to the meeting that following the building of three chalets at the Coquet View Park, large amounts of spoil had been tipped down the cliff below the chalets giving an unsightly appearance to the area.  The Clerk will write to the site’s owners asking for this practice to stop and for the area to be tidied and reseeded.

Plans

Councillor Mr Watson gave details to the Council of a letter he had received from the District Council’s Conservation Officer querying the fact that the Council had not commented on the change of windows in an application made in April on a Station Road property.  The Council had not opposed the application for the demolition and rebuilding of existing single storey ground floor extension at side and agreed with the Conservation Officer that in future they would give more attention to change of window style.

Amble Supermarket Development

Discussion took place about the forthcoming Public Enquiry on an Application for the registration of land at the Braid, Amble as a Town or Village Green (01/2008).  It was generally agreed that Amble needs a Supermarket with access from Queen Street, rather than on an industrial estate and the Council are aware that Tesco will be shortly opening a store on Queen Street.  A vote took place and it was agreed by 5 votes to 2 to support the application.  The Clerk will write to the Solicitor of the applicants formally setting out the Council’s agreement to the Application.  Councillor Mr Watson took no part in the discussion or voting.

St. Lawrence’s Churchyard wall

Discussion took place and it was agreed that two parts of the wall, on the riverside and opposite to Abbeyfields may need attention, the lean on the wall at the riverside being the more urgent.  This matter will be discussed at the meeting Councillors Mr Elliott and Watson are due to have with the Parochial Church Council.

Unmade road at the back of the Birling houses


Councillor Mr Elliott said that he had spoken to Mr James Jackson of Northumberland Estates about this road and reported that they had little interest in improving the road and, as it was a private road, could in fact close it to the public altogether.  It was explained that Northumberland County Council will not adopt the road until it is in a roadworthy condition and that this would be extremely costly.  Discussion took place and it was agreed that Councillor Mr Watson would meet with Dick Fraser of County Council in an endeavour to get them to improve the road, pointing out that this road was largely used by tourists.

Carved seat on Rotary Way

It was reported that following a letter from the Council about the tar issuing from this seat, assurance has been verbally received from Sustrans that they will take action by either modifying the seat or removing it altogether.

Speeding at the top of Morwick Road

Councillor Mr Watson brought to the meeting a draft proposal from Northumberland County Council to offer residents of the area the option of extra signage and road markings, interactive signs (which are rotated throughout the area) and the option of taking no action.  Councillor Mr Watson said that he will discuss with Councillor Mr Arkless of Amble Town Council the possibility of joint funding for an interactive sign to be rotated around the Amble and Warkworth area only.

7. Any Other Business

It was agreed that the Clerk would draft a notice giving details of the location and time of Parish Council meetings, plus information about the Warkworth web site, to be put in the Post Office window, to encourage members of the public to attend its meetings.

Ice Cream Van on the Stanners

Councillor Mr Heir said that an ice cream van had recently been parking on the Stanners and that he had received complaints from the Post Office about the effect this could have on their trade.  Councillor Mr Heir had spoken to the ice cream vendor on three occasions, however the meeting agreed that the Clerk will write to the vendor asking him not to use the Stanners and explaining the situation.

Procedure for Planning Sub-Committee

It was agreed that the Clerk, on receiving any Plans that need a decision before the next Meeting, will contact Councillor Mr Elliott by E mail, copying where possible to other members of the Sub-Committee with details of the Plans.  Councillor Mr Elliott will then call a meeting to discuss the Plans reporting back to the Clerk details of the Sub-Committee’s decisions that need to be sent to District Council before the deadline.  The next Council meeting will then be informed of these decisions.

It was requested that the Clerk enter into the Minutes that Planning Appeal ref A/2007/0671 for a Caravan Park took place with a deadline for comments by the 2nd June, however late submissions will be accepted.

Block drains/gullies

Councillor Dr Cox raised the issue of several blocked drains and gullies in the village.  Councillor Mr Watson will speak to District Council about this matter.

Parish Notice Board

A copy of the printed tourist information boards recently placed on the Stanners may be put onto the back of the Parish Notice Board.  Councillor Mr Elliott is trying to get the disc containing the information from the Councils concerned.

Society of Local Council Clerks

The Council agreed to pay the Membership Fee of £65.00 to enable the Clerk to become a member of the Society of Local Council Clerks.

HELLO AGAIN, now that the election for the Unitary Council is over the rules allow me to resume where I left off and try to keep you informed of local issues and events connected to the Council.

First, may I thank all those who voted for me in the recent election I appreciate your confidence and support and will continue to help any resident with Council matters if I possibly can. It was really wonderful to receive the good wishes that I got from all over the area and it helped a lot.

Over the election period I had a lot of complaints and queries regarding road maintenance and speeding across all of the Parish, there is no doubt that we have many problem areas and I have been in contact with the Highways Department to try and pursue progress to solve some of these issues.

I have arranged for residents of Guildens Road and Morwick Road in Warkworth  to be consulted on two separate traffic calming schemes and I am working on a scheme for Acklington Road in Amble which will include a pedestrian crossing to the new hugely popular children’s play park in Amble Welfare Ground. I am also considering a scheme that could introduce new 30mph flashing signs to our Parish but this is at an early stage and depends upon my being able to raise funding (more info in next month’s Pelican, I hope).

There are so many issues regarding road maintenance that I cannot go into them all here but I will keep pestering relevant parties in order to get the work carried out that I identified in discussions with local residents.

The New Barns caravan park appeal procedure started on the 22nd April. The Council has notified residents and interested parties of the appeal and have submitted the initial questionnaire documentation including all previous letters of objection to the Planning Inspectorate. Residents have until the 3rd June 2008 to submit any additional comments.

As Alnwick District Council’s Planners initially recommended approval of the application the Council have decided to appoint an external planning consultant to review the case and to put forward evidence in support of the reasons for refusal by the elected members. The Council’s case (rule 6 statement) is due with the Planning Inspectorate on the 3 June 2008 and will be available to view on the 4 June.

The progress of the appeal procedure for Caravans at Heatherleazes is slightly different from that quoted above in the first paragraph as this is a hearing  (Wednesday 2 July 2008) rather than a public enquiry and is also different in that this application was not recommended for approval by A.D.C. Planners and is therefore being actively put together by them.

I am working closely with the Planners and interested parties on both these issues and am happy to discuss them with residents if you so desire.
Finally just to clarify the current situation regarding your elected Councillors, Councillor Hobrough and I will continue as your District Councillors until early 2009 when Alnwick District Council will cease to exist and then I will be your only Councillor for the new Northumberland Unitary Authority.

3. Matters Arising

Cemetery Chapel

An application for grant aid has now been made from District Council’s Community Scheme, the maximum grant possible being £2,000.  Discussion took place about the need for formal listed building and planning permission to be made, but Councillor Mr Watson reported that as the building was not in continuous use, and the repairs were replacing “like with like”, it may just be necessary to give the Conservation Officer a Schedule of Works for approval.  The cost of the work is estimated to be approximately £3,800.

Beach Road Football Field

Councillor Mr Elliott brought to the meeting information on new goal posts for the football field, as the present posts do not meet safety requirements.  He will liaise with Mr Ryan Jobson of Amble Football Club, the sub-tenants, and progress the matter.

Sign for the Stanners

The new sign indicating no overnight accommodation vehicles is now in place.
 
Guilden Play Park


Councillor Mrs Watson said that she had consulted with Phil Briggs about laying a footpath from the kissing gate to the existing pathway.  He recommended a tarmac path with kerbs, details of which he will give to the Council.  It was thought that the cost would be in excess of £3,000, not found any grant funding so far.

Disabled access

Councillor Mr Watson said he had received a reply from County Council that dealt with all queries put forward, which briefly are:

Beal Bank crossing – a pedestrian refuge will be considered, but will have to compete for future funding.

The Sun Hotel footway – dropped kerbs are planned for both ends of this section of footway.

Castle Street footway – dangerous defects in the footway should be reported using NCC’s freephone number 0808 100 8910.

Crossing Castle Street at the bus stop – a set of dropped kerbs will be considered and added to future programme if this crossing point is considered safe.
 
Ember Path

Councillor Mr Elliott said that Mr Peter Stewart could lay some gravel, discussion then took place about water draining from the garden of No. 45 Castle Street and the effect it would have.  Information was given to the meeting about the source of the water, and steps that the resident is taking to rectify the situation.  The situation will be monitored.

St. George’s Day events

Congratulations and thanks were given to the Councillors and all others who helped in the recent St. George’s day celebrations.  St. George’s Day events held by both the Parish Council and the Black Bull were successful.  £30.00 was raised from donations and has been sent to the Royal British Legion.

Litter Pick

A litter pick was carried out by the Parish Council on the 26th April and 20 bags of rubbish were collected, however it was reported that on the following day a considerable amount of litter was seen on the Beach Road adjacent to the football field.  It is hoped to have a new bin placed in this location by District Council.

8. Wall on river side of Churchyard

Following receipt of a letter from Mr & Mrs T Hogg about the alarming lean on parts of the churchyard wall, the Council discussed its responsibility for the wall’s repair as this is a closed graveyard.  It is considered likely that tree roots are causing the damage and that to repair or replace the wall could be a “massive” job, also the churchyard wall is listed  It was agreed to have the problem assessed, to identify suitable stonemasons, to meet with the Parochial Church Council and the vicar.

9. Any Other Business

Unmade road at the back of the Birling houses

Following discussion on the very poor state of this road, and reports that up to 40 low loaders have been using it to remove static caravans from the nearby site, the Clerk is to write to Northumberland Estates about the potholes and its poor state of repair.  Councillor Mr Watson has already spoken to Mr Rory Wilson about the bad state of the road.

The Clerk is to write to Mr Richard Thompson of District Council to enquire whether a dog waste bin can be placed at the end of the cycleway to Alnmouth at the junction with the road that goes behind the Birling houses to the long stay car park.

Barbed wire around the Castle football field

Complaints about the danger of the barbed wire placed on the outside of the fencing to the Castle football field having been received from a resident, discussion took place as to whether a warning sign should be placed on the outside of the fencing.  It was decided however, that as the barbed wire was placed by the tenant of the grazing field, it was not within the Parish Council’s domain and no action will be taken.

Carved seat on Rotary Way

Councillor Mr Watson said that further complaints had been received about this seat, tar is issuing from one of the sleepers used in its construction and the seat is so angled that it collects rain water making it unusable, and liable to damage clothing.  The Clerk will write to Sustrans again on this matter asking if the seating part can be removed entirely.

Community work by H.M.Y.O.I. Castington

Councillor Mrs Watson said she had been contacted by Mr John Foster about the possibility of teams from H.M.Young Offenders Institution, Castington carrying out community work in the village.  The following work was suggested: clearing bracken, leaves and brambles in the upper churchyard, and carry out a survey in the churchyard and record the memorials.  A plan is to be put together and presented to the Vicar.

Another area considered possible for improvement/clearing is the copse at the entrance to the Braid, the anchor in the park needs to be painted, and repair of the fence on Rotary Way.  Contact will be made with County Council and the Rotary Club about these projects.  The Clerk is to write to ask for a litter bin to be placed near the seats in the recess at that end of Rotary Way.  Councillor Mrs Watson would welcome suggestions from the village for possible projects to be carried out by the teams.

Signs on the Stanners and Beal Bank

It was reported that the tall metal pole on the Stanners has still not been reduced to the height of the others, and that the builders’ signs placed at the top of Beal Bank have not yet been removed as agreed previously.  The caravan exhibition sign will also be removed.

Speeding at the top of Morwick Road

Discussion took place on the need for speed restriction in this area, and Councillor Mr Watson confirmed that this is now in County Council’s Local Transport Plan for this Financial Year.

Dial Place

It was reported that the ground is sinking near to the new lights on Dial Place, causing vibrations to nearby dwellings when vehicles travel over the area.  Councillor Mr Watson will speak to County Council about this matter.

Request for grant for musical instrument

A request for a grant towards a new Clarinet for Rachel Chesney, who has won a place at the Royal School of Music, London, has been received.  Discussion took place, and whilst the Council were sympathetic to the request it was felt inappropriate to provide funds from the public precept.  This will be passed to the Village Trust, who may be in a position to help.

Warkworth Castle

3. Matters Arising

Visit of PC Weatheritt

Councillor Mr Watson asked whether, following the visit of PC Weatheritt, she had called on the owners of the car parking on the verge at the top of Beal Bank as agreed.  If this proved unsuccessful, he said that he had spoken to Northumberland County Council, who agreed to take this matter up, but would not put stones or bollards on the verge, as this could constitute a hazard.  The situation will be monitored until the next meeting in May.

Cemetery Chapel

Councillor Mr Elliott said that he had requested an updated quotation from a roofing contractor, whose original quotation was sent last year, but to date had not received this.  The grant application will now go to District Council with two quotations.

Sculpture

Councillor Dr Cox said that the brochures for the Sculpture appeal had been printed and one was passed around the Council.  He said that the Village Trust had agreed to be used as a vehicle for fundraising, with invoices to the Parish Council to enable VAT to be reclaimed.  Letters to possible funders will be prepared in the next few weeks by Councillor Dr Cox and the Clerk.

Beach Road Football Field

The goal posts on the Beach Road football field have been painted by the Community Service team, as requested by Councillor Mrs Watson.  However, the Councillors agreed that new posts were needed in the future as the present posts were scaffold poles and there were no hooks to hang the nets from.  Councillor Mr Elliott said that Mr Ryan Jobson of Amble Football Club had said that he may be able to get a grant from the Football Association for this purpose.  After discussion the Council agreed that using non-standard posts could leave them open to prosecution should an accident occur.  Councillor Mrs MacKay has agreed to deal with this matter and speak to Mr Jobson.  It was also reported that Mr Ryan Jobson was trying to get more teenagers in the village involved in football, by forming a second team.

Councillor Mrs Fender raised the possibility of a hard playing surface being put onto the Castle football field and Councillor Mr Elliott said that the cost could be in excess of £30,000.  Discussion took place and it was agreed that although it could be of use to the village children no funding would be available from the football association for a hard surface, as the Parish Council is not the owner of the land.

7. Standing Orders


All Councillors having received a copy of the Standing Orders, no changes were made and no further discussion took place.

8. Risk Assessment

Councillor Mrs Watson agreed to get an up to date valuation on the existing playground equipment for insurance purposes by July, so that the Insurance Policy can be updated.

9. Approval of Sign for Stanners

Councillor Mr Elliott is to telephone Mr Tony Farrell regarding the proposed sign for the Stanners.

10. Inspection of Guilden Play Park

It was suggested that gravel, boxed in by fencing rails, be placed at the new gate to the play park, as this has become very muddy.  Discussion also took place about putting in a path from the new gate to the pavement, and various types of surfaces were discussed.  Councillor Mr Watson will speak to District Council about this matter.

11. Any Other Business

Disabled Access across Pavements around the Medieval Core of Warkworth

Councillor Dr Cox reported on the survey he had carried out with Mr J Howliston of disabled access across pavements around Warkworth, subsequently discussed with a wheelchair user who has first hand knowledge of the problems.

The following areas were highlighted:

Beal Bank crossing: dangerous crossing with no island, the crossing should be closer to the corner.

Woodlands pavements: uneven pavement, no ramp on pavements across Sun Hotel exit.

Sun Hotel pavement: uneven and narrow, no ramps at exit or entrance to Castle Terrace, cars block access to pavement.

Castle Street pavement:  cars block wheelchairs and prams on East side, no ramp to Memorial Hall, pavements badly damaged and uneven.

Crossing Castle Street at the Bus Stop: no dropped kerbs both side for crossing Castle Street.

Bridge Street:  no dropped kerbs for crossing to Warkworth House Hotel.

Crossing the Bridge:  no dropped kerbs at safe crossing places at either end.

The Butts: little or no ramping across some house entrances, entrance/exit to Bridge View is poor.

Dial Place:  pavements outside Abbeyfield are uneven and difficult to negotiate, with little or no ramping across some house entrances.  No ramping across the ends of Brewery Lane.

The Ember Path

Councillor Mr Watson suggested to the Council that the Ember Path, being an often used right of way, was in a poor condition and muddy in places.  It was thought that although the path is the responsibility of householders in the immediate area, the Parish Council could have some gravel put down and rolled to improve the surface.  However, if the Parish Council carry out this work it would not then be subsequently responsible for the path’s upkeep.  It was agreed to get an estimate for this work.  The Parish Council would welcome comments from the village about the proposal to put gravel onto the path.

St George’s Day celebrations

Discussion took place about the Black Bull’s publicised intention to use the Beach Road football field for St. George’s Day celebrations, when they have not applied to the Council for its use, nor produced Public Liability Insurance as requested.  The Council would be happy to give its consent to use of the field as it has done in previous years, if it is not being used by Amble Football Club who rent the field, but would need an application in writing with proof of insurance as requested.  This is a requirement of anyone wishing to use any Parish Council leased property for a public event, and the Council is concerned that sufficient insurance is in place should an accident occur. Clerk to write to Mr Mailer requesting a formal application to use the field.

Councillor Mrs Watson gave details of the Council’s Children’s event being held in the Memorial Hall, including a “St George and the Dragon” theme painting competition, a “Hunt the dragon” competition, lunch, Ventriloquist “Roger the Dog”.  The Warkworth Village Trust have kindly donated £25.00 towards the prizes to be awarded on the day.  Most of the Council have volunteered to help on the day and donations of cakes would be much appreciated.

Refuse bins on Brewery Lane

Councillor Mr Heir reported that two refuse bins from No. 6 Brewery Lane were being permanently positioned outside of the toilets on Brewery Lane and could constitute a health hazard.  Councillor Mr Watson will speak to District Council about this.

New Seat on Mill Walk

A new seat has been positioned incorrectly on the Mill Walk, the Council are aware of this and it will be moved to its correct position, replacing one of the existing plank seats.

Waste Bin on Beach Road

Councillor Miss Wilson said that a litter bin is needed on the Beach Road.  Clerk to write to District Council to ask for an extra bin.

Council Litter Pick

The Parish Council will hold its annual litter pick on Saturday 26th April, meeting at 10.00 a.m. at the Memorial Hall.  Residents most welcome, gloves, bags and litter picker provided.  Clerk to contact District Council to arrange collection of rubbish bags from the Long Stay Car Park.

13. Date and time of next meeting.

Because of the Unitary Council Elections on the 1st of May, the next meeting will be held on Thursday 8th May 2008 at 7.00 p.m. in the Memorial Hall.
